- The Mission and Installation Contracting Command (MICC) Center - Fort Bragg, located at Fort Bragg, NC intends to issue a Request for Proposal (RFP), for an environmental compliance requirement in order to provide services necessary to perform environmental compliance services to meet legal environmental guidance throughout US Army Installation Management Command (IMCOM) and the US Army Environmental Command (USAEC). The resulting contracts will be designed to support IMCOM and USAEC and will provide contract support services to satisfy the requirements of IMCOM Regional Offices, IMCOM installations, the USAEC, and other organizations (to include the US Army Corps of Engineers) that may require support under this acquisition. Environmental compliance requirements are broad and include support for all air, water, and hazardous waste management activities. This acquisition will provide technical assistance to the Army with environmental compliance requirements in five broad categories: (1) survey, inventory, or investigation, (2) program improvement, (3) sampling and analysis, (4) training, and (5) environmental compliance review. The Government anticipates awarding multiple indefinite delivery, indefinite quantity contracts to support this initiative. Federal Acquisition Regulation (FAR) Part 15, Contracting by Negotiation will apply to this acquisition. One RFP will be issued; however, the Government intends to make awards in two suites: a restricted suite (set aside 100% for small business concerns) and an unrestricted suite (other than small business). The North American Industry Classification System (NAICS) code is 541620, Environmental Consulting Services with a size standard of $7.0 million. The requirement will consist of a 2-year basic ordering period, one 2-year optional ordering period, and one 1-year optional ordering period for a total of a 5-year ordering period. MICC Center - Fort Bragg anticipates issuing RFP W91247-09-R-0002 on or around 11 February 2009. The closing date for submission of proposals will be contained in the solicitation. Offerors must be registered in the Central Contractor Registration (CCR) database prior to award of a government contract, http://www.ccr.gov. Failure to register in CCR will make an offeror ineligible for award. The RFP will be available at the Army Single Face to Industry (ASFI) website: https://acquisition.army.mil/asfi.
