- The NATO Communication and Information Systems Services Agency (NCSA) intends to advertise for International Competitive Bidding (ICB) on works and services within the framework of the NATO Military Budget Committee (MBC). Eligible firms will be invited to bid on the provision of consultant services in support of the Supreme Headquarters Allied Powers Europe (SHAPE) Installation Engineering Management System (IEMS) during the period mid-2009 through 2012 (i.e., six-month base contract plus three one-year options). NCSA is serving as the contracting agency for this project, which was authorized by the MBC. NCSA intends to use the two envelope bid procedure. Partial bidding is authorized. U.S. firms that have been pre-approved for participation in NATO International Competitive Bidding (ICB) and that have a demonstrated capability are considered eligible. The Invitation for International Bid (IFIB) package will contain material at the level of NATO UNCLASSIFIED. The estimated value of this project is not available at this time. The reference for this project is IFIB-NCSA-NCHQ-09-001 and all correspondence in relation to this procurement shall refer to this reference. The U.S. Department of Commerce will be using the same reference. SCOPE OF PROJECT The requirement is for the provision of consultants to support the SHAPE HSG S4 Engineer Branch in the management of the IEMS. The IEMS contains essential management information: budgetary, financial, contract, work scheduling, timekeeping of S4 LWR personnel, warehousing, and daily administrative functions. Total estimated annual man-days are the following: - One Oracle database specialist: 220 work days - One level 1 ADP computer Helpdesk specialist: 220 work days As technical personnel (SHAPE S4 LWR) use only the French language, the Helpdesk specialist must have adequate knowledge of the French language (i.e., at the minimum level "Good (Minimum Professional)" (Knowledge level as per STANAG 6001 last edition: PLS 3333) The services shall be rendered by consultants in possession of a valid NATO SECRET clearance. The contractor is responsible for ensuring that the Defense Industrial Security Clearance Office (DISCO) forwards to the NATO contracting agency the NATO clearance certifications needed for performance of the contract. BIDDING PROCEDURE The U.S. Department of Commerce does not serve as the contracting agency for NATO ICB projects. Its role is to approve for participation in NATO ICB those facilities that are located within the United States. Only facilities that have first been approved for participation in NATO ICB may be nominated to the bidders list for a NATO ICB project. The application and supporting documentation may be submitted as e-mail attachments. If, when submitting the application, your firm is interested in a specific NATO ICB project, please include the following in the text of your email: 1) the title and/or solicitation number of the project 2) the name/phone/FAX/email of a point of contact for the bid documents After approval of your one-time NATO ICB application, the Department of Commerce will then know to follow up by issuing a Declaration of Eligibility (DOE) for that project. A DOE is used to nominate an approved firm to the bidders list for a particular NATO ICB project. IMPORTANT DEADLINES 1. Deadline for requesting Declaration of Eligibility: 16 February 2009 (Under MBC rules, the contracting agency will continue to accept nominations to the bidders list after the IFIB is issued and until the bid closing date.) 2.
