- GENERAL INFORMATION: 1. Requirement: The United States Air Forces in Europe (USAFE) is conducting a market research to determine the availability and feasibility of a contractor performing electric services for Ramstein Air Base and Off-Base Sites / Kaiserslautern Military Community (KMC), and Spangdahlem Air Base and Off-Base Sites. These non-personal services encompass the management to provide electric services. The contractor is required to furnish all personnel, materials, equipment, tools, supervision, permits, fees, licenses, and other items and services required to provide electric services. NO LOGISITC SUPPORT WILL BE PROVIDED. Electric services will be provided in accordance with (IAW) commercial standards, practices, and local host nation regulations. This market research will determine the most suitable method for acquiring electric services. Market research results should determine commercial practices for the method of contracting, performance standards, and the methods of inspection, innovations and ideas for electric services. 2. Period of performance and anticipated contract types: • Effective 01 January 2010 - 31 December 2010: 1-year, fixed price, full service contract (Vollstromliefervertrag) • Effective 01 January 2010 - 31 December 2011: 2-year fixed price, full service contract (Vollstromliefervertrag) • Effective 01 January 2010 - 31 December 2011: Tranche model administered by the supplier - Strukturierte Beschaffung in Teilmengen, verwaltet durch den Versorger. • Optional: Price Model preferred by the bidder / supplier 3. Net owner of the below listed premises is E.ON: Siegenburg Air Range 4. Delivery requirements: a. Electric service specifications for each service location b. Load profiles, kWh and kW for all service locations for a 12 months period consumption (kWh) and demand (kW) data for each service location, except for service location USAFE Leased Family Housing Annex II Speicher, USAFE Leased Family Housing Binsfeld, Knaufspesch Pump Station and Oberweis Patriot Compound (Storage Area Bedhard). c. The demand, to be made available, will be verified according to the actual demand, starting October of each year, and adjusted on 01 January of the following year. Liquidated damages for non usage of the minimum demand will not be paid. NOTE: UPON REQUEST, THE DATA ADDRESSED IN ITEM 4.a. (ELECTRIC SERVICE SPECIFICATIONS) AND 4.b. (LOAD PROFILES AND kWh AND kW FOR ALL SERVICE LOCATIONS) CAN BE PROVIDED BY 700th CONTRACTING SQUADRON. THE POINTS OF CONTACT (POCs) ARE INDICATED BELOW IN ITEM 7.1. AND 7.2. 5. Special information: 5.1. All costs incurred by the contractor in connection with this market research shall be at no cost to the US Government. 5.2. Contractors shall have a minimum of 3 years experience and at least one contract for providing electric services with a comparable contract magnitude and/or service locations supplied within the European theater of operation. 5.3. The electricity supplied shall include a minimum of 7.5% per annum of renewable energy. This can be amended by American public laws and/or Executive Orders. 5.4. The supplier / bidder must agree to a term of a ninety (90) day termination clause (military or political reasons) for all service locations listed in paragraph 3 of this document. 5.5. Electricity Meter Management: All electricity metering, virtual metering and data collection of advanced meters and standard meters must be managed by the supplier / bidder. To verify utility invoices, the meter consumptions and load profiles for each service location must be accessible by USAFE. Currently installed system: MEDACO Internet Data Base. Reference: www.medaco.de. The customer owned meter sets (Kundenkontrollmessungen) must be readable and accessible through the same system. NOTE: The paragraph applies for service locations listed under a.6. (Sandkopf-Muhl Züsch) and b.1. (Spangdahlem Air Base and Off-Base Sites) - Net owner RWE only. 5.6. Load Management / Load Optimizing: USAFE is planning to implement and/or install load optimizing equipment. The supplier / bidder must agree that demand peaks will be reduced by starting/running backup generators as needed. The 15 minutes control signal has to be provided to USAFE at no cost. 5.7. The supplier / bidder must agree that future renewable energy (Photovoltaik, Wind,..) or cogeneration (BHKW, Kraft Wärme Kopplung,...) could be implemented on above listed sites. 6. Price: 6.1. A full service contract for electricity services is contemplated, separated as follows: 6.1.a. Pricing data to be submitted per individual service location and/or net operator area: (1) Fixed Energy Price for a 1-year period 01 Jan 2010 - 31 Dec 2010 (2) Fixed Energy Price for a 2-year period 01 Jan 2010 - 31 Dec 2011 (3) Price Formula for Tranche Model: (Base load * x%) + (Peak load * y%) + additional charge for a 2-year period 01 Jan 2010 - 31 Dec 2011 (4) Optional: Additional Price Model preferred by the bidder / supplier NOTE to 6.1.a. All other applicable cost: Please note that charges for renewable energy - EEG surcharges, charges for cogeneration - KWK-G surcharges, concessions fees, and net usage costs regulated by the Energy Economy Law, the Electricity Net Usage Cost Regulation, the renewable Energy Law, and the Cogeneration Law shall be excluded from the energy price provided in para. 6.2.a. 6.2. All rates and prices shall be submitted in Euro (€). All prices proposed shall be exclusive of any tax and duties, the US Government is exempt under the NATO Statute of Forces Agreement. 7.
