Description
Specialty Center Acquisitions NAVFAC Port Hueneme, CA, on behalf of the Naval Facilities Engineering Service Center (NFESC), hereby gives notice of the intent to award a sole source requirement to Berger/Abam Engineers, located at Federal Way, WA 98003-2600, under the authority of FAR 6.302(a)(2)(iii) (B) and 10 U.S.C. 2304 (c)(1), "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements". The proposed contract action is for logical follow-on research and development services to complete the development, test and evaluation (DT&E) of the Modular Hybrid Pier (MHP)concept to develop and transition to operational use a new generation of floating, double-deck, modular hybrid piers for berthing naval vessels, surface combatants, large deck amphibious ships and submarines. The MHP concept is a result of research and development services performed by Berger/Abam Engineers, Inc. It is, therefore, the only contractor with the requisite ! knowledge, experience and technical data that can meet the Government's requirement on a timely basis. NAICS code 541712 and size standard 500 apply. Interested parties may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, inquiries received within 15 days after date of publication of this synopsis will be considered by the Government. Responses received after this deadline may not be considered. A determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
