Description
The General Services Administration (“GSA”) Northeast and Caribbean Region is conducting a market survey and is seeking sources for Tree Felling for the Construction of a New United States Land Port of Entry (“LPOE”) at Alexandria Bay, New York. The address of the project is 46735 Interstate 81, Alexandria Bay, NY 13607. It is anticipated that an invitation for bids will be issued on or about February 13, 2009 with bids due on or about February 27, 2009. Notice to proceed is anticipated to be March 13, 2009. The project construction duration is 2 weeks (14 days). The current estimated cost range is $25,000 to $100,000. This is a total small business set-aside. The North American Industry Classification System (NAICS) code for this effort is 561730 – Landscaping Services. A small business concern is defined by the Small Business Administration (SBA) as a concern (including all of its subsidiaries) have less than or equal to $7 million in annual receipts averaged over a concern's latest three (3) completed fiscal years. The anticipated scope of work includes the following: The contractor, in accordance with the final documents, shall provide all work necessary for felling of trees in designated areas inclusive of work in the following areas: survey, erosion protection, felling of trees (no removal), and maintenance & protection of traffic Wooded areas are generally described as medium density woods, 6" to 30" DBH cut flush (stumps 6" above grade, no stump removal) for mixed hard / soft wood. Estimated area of work 6.5 Acres (2.67 Hectares). Options: Additional felling area of 1.50 acres (0.60 Hectares) and removal of felled trees in all areas. The contractor shall maintain traffic safety and ensure uninterrupted facility operations. The project will require work to be performed immediately adjacent to the existing LPOE without any disruption to the operations of the existing facility. The existing facility operates 24 hours a day, 7 days a week, 365 days a year. This work is in support of, and will be coordinated with, the larger new Land Port of Entry at Alexandria Bay, NY project issued under Solicitation No. GS-02P-08-DTC-0011N, and GS-02P-09-DTC-0010N. Is your firm interested in submitting a proposal for the Tree Felling work for the LPOE at Alexandria Bay project based on the information provided? 3. Provide a brief narrative on two projects that you feel demonstrates your firm’s prior experience in providing similar services and the ability to meet the described construction requirements. 4. Based upon the size standards provided, is your firm considered a large or small business concern? 5. If considered a small business, is your firm a women owned small business, small disadvantaged, veteran owned small, service disabled veteran owned, 8(a) or HubZone small business concern?
