- DESCRIPTION: The VA Medical Center, Hampton, VA. has a requirementto provide all labor, materials, tools, equipment, transportation and qualified supervision to perform Renovation of Inpatient Psychiatry as required by drawings and specifications. Remove and install new wall plastic wainscot with wood caps, new wood hand rails with rubber inserts, crash rails, chair rails, painting and cove base. Contractor must have work crews that are capable of working in a healthcare environment and practice Infection Control in Construction measures. Work will need to be carefully scheduled to allow the work areas to be vacated. The cost range is between $5,000,000.00 - $10,000,000.00. IFB VA246-09-IB-0095 will be available on or about February 13, 2009. THIS REQUIREMENT HAS BEEN SET ASIDE FOR SERVICE DISABLED VETERAN OWNED SMALL BUSINESS CONCERNS (SDVOSB). Notice of Set Aside for SDVOSB concerns, (a) the proposed contract is 100% set aside for award to service disabled veteran owned small business concerns. Offers or quotations from other than SDVOSB concerns will not be considered and shall be rejected. (b) Definitions: As used in the provision: SDVOSB concern, (1) means a small business concern, (i) Not less than 51 percent of which is owned by one or more service disabled veteran or, in the case of any publicly owned business, not less than 51 percent of stock of which is owned by one or more service disabled veterans; and (ii) the management and daily business operation of which are controlled by one or more service disabled veterans or in the case of a veteran with permanent and severe disability, the spouse of permanent caregiver of such veteran. (2) Service disabled veteran means a veteran as defined in 38 U.S.C. 101 (2), with a disability that is service connected, as defined in 38 U.S.C. 101 (16). The Contractor shall provide, but not be limited to providing, all labor, materials, equipment, tools, supervision, permits and insurances to perform the project as identified in drawings and specifications. NAICS for this procurement is 238320 and the Small Business Standard is $33.5M. Bid bond, Payment and Performance bonds will be required. The solicitation package will be available on or about February 13, 2007 with a bid opening date of March 13, 2009. A pre-bid conference will be held on Wednesday, February 25, 2009 at 10:00 a.m. (local time) at the VA Medical Center, 100 Emancipation Drive, Hampton, Virginia in Conference Room, Engineering Building 36. This pre-bid conference is not mandatory; however, all potential bidders are strongly encouraged to attend. This will be the only site visit held. There will be no response to any other request for site visits. Electronic or phone requests will not be accepted, nor will electronic bids. Bidders are advised that it is your responsibility to review and monitor the website frequently to ensure you have the most up to date information, including amendments.
