Description
This is a Request For Information (RFI) Only. NAICS 333611 The Bureau of Reclamation, Grand Coulee Power Office, Grand Coulee Washington, is considering replacing the shaft seals in the Third Power Plant, on units G22-G24, 700 MW hydro-electric turbines. These seals extend between the head cover plate in the turbine pit and the turbine shaft, preventing river water from flowing into the turbine pit. The existing shaft seals consist of a braided rope packing box design. The Government is considering replacing the rope packing box seal system with a face-type, multi-segmented mechanical seal system. The new seals must hold leakage to less than 100 GPM. The turbines are 960,000 hp Francis-type turbines, designed by Allis-Chalmers, 1977-1978. The operating conditions are as follows: 85.7 rpm, clockwise, 160 rpm overspeed; centerline of turbine EL 946, center of packing box EL 950; shaft runout, up to 0.100 inch; 11.0 foot diameter shaft, shaft is internally flanged and bolted; head range, 220 to 360 feet, tailwater varies between EL 958 and EL 1011 (flood); runner throat diameter of 32 feet; turbine operates in condense mode, compressed air is injected through the headcover (80 psi) to blow down the water. Drawings are available for review. Please provide any additional information needed to prepare for the manufacturing of the seals with your response to this RFI. Those parties responding to this RFI are asked to provide documentation on technical capability and expertise, characteristics of the mechanical seal proposed, estimated manufacturing time and estimated cost per seal for three (3) seals. Responses to this RFI are requested no later than 02/25/09 by close of business, 5:00 PST. Responses to the RFI will be evaluated for technical competencies and expertise, estimated manufacturering time, and the availability of the seals being manufacturered in the industrial commerical marketplace. The evaluation of the RFI will allow the Government to determine whether there will be a resulting solicitation for acquisition.
