Description
The National Oceanographic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division, intends to issue a solicitation for services related to social science support services, mainly for the Coastal Services Center (CSC), Charleston, SC. However, it may also be used by other NOAA offices as well as other Federal and state agencies. The services required under this contract are not required nor desired to be performed on-site at the CSC. The nature of the work to be performed primarily involves social science services and includes audience analysis; content analysis; cost/benefit analysis; demographic analysis; market economic analysis; organizational/institutional analysis; policy analysis; social network analysis; evaluation assessment; needs assessment; social assessment; facilitation; focus group design and implementation; non-market valuation; performance measure development and tracking; survey design and implementation; public participation and engagement; risk communication; community-based social marketing; and science to management. These types of services are needed by NOAA's CSC in support of various local and regional coastal products such as coastal resource assessments, ecosystem services, estuarine and watershed analyses, environmental characterizations, hazards resilience assessments, marine managed areas, climate adaptation, coastal and ocean planning, and habitat conservation efforts. Anticipated labor categories to fulfill these social science support services will include, at a minimum, the following: Project Manager, Economist, Market Research Analyst, Survey Researcher, Industrial-Organizational Psychologist, Social Psychologist, Environmental Psychologist, Sociologist, Urban and Regional Planner, Geographer, Anthropologist and Archaeologist, GIS Analyst, Historian, Political Scientist, Research Assistant, Coastal Management Specialist, Technical Writer, Copy Editor, and Web-Based Application Designer. The NAICS code is 541990 for this acquisition with a small business size standard of $7.0 million. The solicitation is being competed on an unrestricted basis. The Government anticipates awarding multiple indefinite delivery/indefinite quantity contracts. The orders will be placed using fair opportunity procedures as outlined in FAR 16.505(b) and the solicitation. It is anticipated that the largest portion of orders will be firm-fixed price. Other orders to be placed will be time-and-materials or labor-hour. The contract award date is anticipated to be July 1, 2009 with an ordering period of five (5) years thereafter. Request for Quote (RFQ) EA133C-09-RQ-0217, will be available on or about February 26, 2009 through the Government's website at http://www.fedbizopps.gov/. The estimated due date for proposals will be 30 days following the date of issue of the solicitation. The basis for proposal evaluation will include, in descending order of importance: (1) Technical Approach; (2) Specialized Experience and Social Science Competency; (3) Project Management, Capacity, and Coordination; (4) Past Performance; and (5) Price. The technical evaluation factors are significantly more important than price. This acquisition is being conducted using FAR Part 12 - Acquisition of Commercial Items and Subpart 13.5 - Test Program for Certain Commercial Items. Interested parties should use the FedBizOpps register to receive the notification feature which provides notification when the RFQ becomes available for download and all postings associated with the solicitation. Each potential offeror is responsible for checking this website to gain all the updates/amendments to any and all documents. No paper copies of the solicitation will be issued. No telephone, facsimile, or written requests will be accepted. All contractors doing business with this office must be registered with the Central Contractor Registry (CCR) in order to receive an award from this office. Contractors may access the site at http://www.ccr.gov to register and obtain information about the registration process. In addition, solicitation Representations and Certifications are no longer provided within the solicitation and must be submitted online through the Online Representations and Certifications Application (ORCA). ORCA is a web-based system that centralizes and standardizes the collection, storage and viewing of the Representations and Certifications required by the Federal Acquisition Regulations.
