- THIS NOTICE CONSTITUTES AMENDMENT NO. 1 TO THE COMBINED SYNOPSIS/RFQ FOREVALUATION OF PERFORMANCE AND SAFETY OF A123 18650 LI-ION CELLS. Companies shallacknowledge all amendment(s) in their quote. This notice serves as the official amendmentto subject synopsis/RFQ and a written amendment will not be issued.The purpose of this amendment is to answer technical questions submitted regarding thisRFQ. They are as follows:QUESTION #1 - What type of contract is the Government planning to award?ANSWER #1 - This will be a Firm Fixed Price Contract. QUESTION #2 - May all required forms be electronically signed? ANSWER #2 - Yes, all forms may be electronically signed. QUESTION #3 - Is email sufficient when notifying the Government of their intent to submitan offer?ANSWER #3 - Yes, email is sufficient when notifying the Government of their intent tosubmit an offer. QUESTION #4 - In C.4(a) of the Statement of Work, the crush rate is listed as 19PSI/minute. Does this mean 19 pounds per minute? The PSI measure implies an area (i.e.,19 pounds over 1 sq inch or 38 pounds over 2 sq inches, but the rod in the diagram inFigure 1 suggests a small contact area. If PSI is intended, what is the contact area?ANSWER#4 Yes, the crush rate is 19 pounds per square inch/minute. The contact area iswhere the 1/4 inch or 1/8 inch rod in diameter meets the cell. QUESTION #5 - When pulsing the cells; is there a requirement for current turn-on andturn-off time? See for example, item B.3.ANSWER #5 - Yes, there is a requirement for the current turn-on and turn-off time. Therequirement is to pulse for 10 seconds (130 A) and then rest for 5 minutes.QUESTION #6 - Other Lithium Ion battery cells with which we have experience are explosiveand hazardous. We are not familiar with these models from A123. Are they explosive ingeneral? Is the material hazardous? In general, what are the safety concerns?ANSWER #6 These lithium-ion cells are not explosive, however they are flammable and docause venting.The safety concerns are the electrolyte and gases are an irritant.QUESTION #7 - Similar systems we have developed suggest a cost of around $150,000. Isthis amount within the NASA budget? ANSWER #7 - This procurement will be issued using competitive procedures. Selection andaward will be made to the lowest priced, technically acceptable offeror, with acceptablepast performance. Technical acceptability will be determined by review of informationsubmitted by the offeror which must provide a description in sufficient detail to showthat the product offered meets the Government's requirement.The due date for receipt of offers is extended to February 2, 2009. Companies shall provide the information stated in the synopsis/RFQ posted on the NASAAcquisition Internet Service (NAIS) on January 20, 2009. Documents related to thisprocurement are available over the Internet. These documents reside on a World Wide Web(WWW) server which may be accessed using a WWW browser application.
