- The following additional questions have been received and the answers are provided. Q2: In regards to the total Small Business set aside, do all firms forming a project team need to be certified small business? A2: Not all firms forming a project team need to be certified small business, however, the prime contractor must be a small business concern. Please reference FAR 52.219-14 "Limitations on Subcontracting." By submission on an offer and execution of a contract, the Offeror/Contractor agrees that in performance of the contract in the case of a contract for Services, at least50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern. Q3: We are looking for clarification on the geographic region this pertains to. Is this primarily in the area of Pittsburgh or is it spread throughout Pittsburgh and the other Districts mentioned? Also, is this indeed a Small Business Set-Aside as the region in the RFQ is quite large for a small firm? A3: Projects will be located within the geographical boundaries or mission assignments of the USACE Great Lakes and Ohio River Division (LRD), which includes Buffalo, Chicago, Detroit, Huntington, Louisville, Nashville and Pittsburgh Districts, as stated in paragraph 2 of the synopsis. Also see question 7. Q4: We believe, based on the scope of work listed, design work may not be the majority and field work including geotechnical testing and drilling could be higher. A review of previous invoices on this project could help our concern. I would like to discuss with you on the gross receipt needed to breakeven for the equipment/intellectual resources listed in the solicitation and discuss with you if this could come under NAICS Code: 541380 which is for geotechnical testing. A4: IDIQ Solicitation W911WN09R0004 defines the District needs for acquiring an Indefinite Delivery Indefinite Quantity (IDIQ) Architect-Engineer (A-E) Contract for Geotechnical, Environmental and related Services. Drilling is a Service component of this contract, but not the main requirement. NAICS Code 541330 is the appropriate descriptor of the required services. Q5: Are you permitted to inform me of which firms submitted as Prime Consultants on the previous LRP-IDIQ A&E Geotechnical & Environmental Svcs contract (2 years ago +-)? If so, please provide. A5: Only the name of the incumbent contractor will be provided. The incumbent contractor was: Ground Technology DBA D'Appolonia 275 Center Road Monroeville, PA 15146-1451 Contract W911WN-08-D-0001 for $2,500,000 IDIQ We do not disclose the names of the firms who submitted technical proposals and were not selected. A list of vendors who may be interested in the current synopsis can be obtained through the "Interested Vendors" tab located within the synopsis on the FBO website. https://www.fbo.gov Q6: Do all of the subcontractors need to have Central Contractor Registration (CCR) or only the prime/lead firm? A6: Since the government does not have privity of contract with the subcontractor and payments are made directly to the prime, there is not reason for the subcontractor being required to be registered in the CCR. FAR 52.204-7 and DFARS 204.11 are moot on the subcontractor being registered in the CCR. Q7. Section 3, Primary, (b) includes "Architects" with the list of specific professionals the firm must staff. Please describe the work anticipated to be performed by Architects on this contract for Geotechnical & Environmental Services. A7. Section 3, Primary, (b) is not a list of specific professionals the firm must staff. Paragraph (b) defines the professional qualifications that the lead project management and how they will be evaluated. No architectural work will be performed under this contract. Q8. Are you able to indicate approximately how much of the work will be located in the Pittsburgh District and how much may be in the other Districts of the LRD; i.e., Chicago, Detroit, Nashville...? A8: NO. This Contract is for the Pittsburgh District. Only when other Districts request capacity because of need, do we consider providing that capacity to other Districts. Also see question 2.
