Description
PRE-SOLICIATION NOTICESolicitation Number: PR-NC-09-10062North American Industry Classification System (NAICS) Code: 541690 Scientific and Technical Consulting Services Description The U.S. Environmental Protection Agency, Office of Research and Development (ORD) Safety, Health, and Environmental Management (SHEM) office has a requirement for on-site technical assistance to the federal ORD SHEM staff in the implementation of Occupational Safety and Health Administration, Environmental Protection Agency, Nuclear Regulatory Commission, Department of Transportation, and Department of Health and Human Services requirements in the workplace, as well as in the implementation of Environmental Management Systems being implemented across ORD. This acquisition will be scheduled for full and open competition. The Contractor will be required to occupy office space on-site because the majority of their work will be tied to the operations of the laboratory spaces which are located within the exiting buildings. Contractors will utilize government owned equipment. The major tasks of the Statement of Work include: training; direct employee assistance; general inspections, monitoring and analyses; occupational safety and health and industrial hygiene support; fire and line safety; written program review, updates and reports; radiation safety support; regulatory permit assistance; and Environmental Management Systems assistance. The Government intends to award an Indefinite Delivery Indefinite Quantity (IDIQ) contract with a five (5) year term (one (1) year base period and four (4) one-year option periods). The Government contemplates release of the solicitation on or about April 22, 2009 with proposals due thirty (30) days after the release. The solicitation will be synopsized in FedBizOpps and on the USEPA Office of Acquisition Management site. It is the offeror?s responsibility to monitor the Internet site for the release of the solicitation and amendments, if any. Potential offerors will be responsible for downloading their own copy of the solicitation and amendments, if any.
