- The Fleet and Industrial Supply Center (FISC) Norfolk Contracting Department, Philadelphia Office announces the intent to contract directly with Bearing Point, Inc of McLean, VA for a requirement for a Operations and Maintenance (O&M) Support in support of the Department of the Navy Program Budget Information System (PBIS). Under Contract Number N00140-06-D-0006, Bearing Point is currently providing the same services to support PBIS, PBIS Enhanced Operations, and PBIS Budget Applications. The final ordering period under the contract expires on 31 October 2009. The existing ceiling is inadequate to accomplish the required PBIS O&M services through 31 October 2009; therefore, the Government intends to modify the existing contract to increase the estimated Level of Effort and the Cost Plus Fixed Fee (CPFF) value of the Contract. A modification to Contract N00140-06-D-0006 is in the best interest of the Government, as award to any other source would result in a duplication of costs and unacceptable delays in fulfillment of the requirement. The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, as implemented by FAR 6.302-1. Interested persons may identify their interest and capability to respond to this requirement by the specified response date. This notice of intent is not a request for proposals. However, the Government will consider information received by the specified response date. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed procurement action based upon responses received is solely within the discretion of the Government. The Government will not pay for information submitted in response to this notice.
