Description
The Naval Air Systems Command (NAVAIR) intends to award a contract to Sensor and Antenna Systems, Lansdale, Inc. (SASL), 305 Richardson Road, Lansdale, PA 19446 for procurement of AN/ALQ-99 Low Band Transmitter (LBT) Full Rate Production II (FRP II) requirements. The applicable NAICS Code is 334511, Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing. LBT, when integrated into the EA-6B Tactical Jamming System (TJS), provides the capability to effectively jam hostile, low frequency radar and communications signals in a tactical environment. The proposed contract will procure AN/ALQ-99 LBT Transmitters, V-Pol Antennas, H-Pol Antennas, Band 2 Interface Assemblies, Spares, and associated technical data. The contract will be awarded on a sole source basis to SASL under the authority of 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, “only one responsible source and no other supplies or services will satisfy agency requirements.” SASL is the sole designer, developer, and manufacturer of the AN/ALQ-99 LBT system and the only known firm with the unique engineering expertise, knowledge and source data to perform this requirement. It is expected that a contract with firm fixed priced (FFP) line items will be awarded. The term of the contract is expected to be approximately thirty-seven months.
