Description
At the request of the government of the Democratic People’s Republic of Korea and based on demonstrated in-country need, the US Government will mount a large-scale emergency food assistance program to assist vulnerable groups in that country. Therefore, USAID seeks the services of a personal services contract to coordinator, monitor, and report on the operations of the P.L. 480 Title II emergency food assistance program being implemented in DPRK by FFP Cooperating Sponsor (CSs), the World Food Program (WFP) and the U.S. NGO Consortium. The contractor will spend the majority of his/her time in country on extended temporary duty (TDY) status, actively overseeing and monitoring P.L. 480 Title II emergency food assistance activities and programs in the DPRK, and representing FFP in Pyongyang. He/she will routinely report back to USAID regarding progress and issues associated with program operation. The contractor must exercise considerable judgment in determining if all parties are in adherence to both the protocol and the Letters of Understanding (LOUs) signed by the U.S. and DPRK Governments, the U.S. NGO Consortium, and the WFP.
