- INSTRUCTION FOR OFFERORS A.Purpose: The Basic Ordering Agreement (BOA) is designed to provide enhanced contracting opportunities to qualified certified Service-Disabled Veteran-Owned businesses serviced by the SBA District Office in North Florida. Use of the BOA will allow the Government to expedite contracting for uncertain minor and maintenance projects and promote competition. The work contemplated by this agreement will be between $2,000 and $3.5 million. Award of the BOAs will be based on past experience, requisite bonding capacity and limited to companies within 50 miles of Naval Station Mayport, FL as specified by the Evaluation Criteria's below. B. Evaluation Criteria: 1. Past Performance: Provide up to five performance ratings and references for projects that your firm has performed. 2.Bonding Capability: Contractor must have the capability to bond a minimum of $1,000,000.00. 3.Contractors must be located within a 50 mile radius of Naval Station.
