Description
This is a sources sought announcement only seeking small business responses in order to determine small business participation in the acquisition. THIS IS NOT A SOLICITATION. The Mission and Installation Contracting Command intends to procure support services for the Defense Language Institute Foreign Language Center - Presidio of Monterey for Oral Proficiency Interviews (OPI) Testing Services and Oral Proficiency Interviews- Computerized testing. The support will include identifying, establishing, and maintaining the cadres of certified OPI testers in all of the languages listed below. Certified OPI testers are required to conduct an OPI in the below languages: Albanian, Bengali, Burmese, Cambodian (Khmer), Hausa, Lao, Malayalam, Moro (Tausug), Nepalese, Portuguese, Polish, Shindhi, Sinhalese,Somali, Swahili, Turkmen, Kazakh, Javanese,Kurdish-Sorani, Arab-Yemeni (North and South dialect). The list above is not exclusive and is subject to change. New languages may include less than commonly spoken languages that are rare and specific dialects for certain regions of the world. The contractor shall conduct 700 test a month for each of the above languages (Total test = 19 languages * 700 test for each of the languages = 13,300 test a month) The DLPT5 is a proficiency test used by the United States Government to assess the listening comprehension, speaking, comprehension and reading comprehension proficiency of the Department of Defense military linguist and other Government Personnel. The contractor shall conduct proper quality control of the 700 OPI tests conducted per month for each of the languages in accordance with existing established guidelines from the Directorate of Evaluation and Standardization (ES). The contractor shall schedule and conduct validation assistance for those languages specified by the Directorate of Evaluation and Standardization in support of the DLPT5 program. The contractor shall identify validation examinees and schedule them to participate in the validation study in support of DLPT validation efforts, do elated accounting work. The contractor shall develop Oral Proficiency Interviews Computerized testing (OPIc) in Indonesian to assess speaking proficiency through level 2 according to a general template developed as a prototype that shall be adapted according to the particular language and culture in question, and provide a fully operational OPIc in Indonesian for immediate use by the federal government.The contract will support requirement resulting from increased foreign testing needs in both the commonly taught languages and less commonly taught languages related to the Global War on Terrorism and the National Security of the United States. The contractor will be responsible for managing and compensating the people and operations connected with doing the work outlined above to include hiring personnel and paying for administrative cost such as hiring costs, the salaries of managers, administrative assistants, accountants, and bookkeepers etc. The designated NAIC Code is 611710 for this effort. The Small Business Size Standard is $7.0M. Your response shall include the following: Size of company (i.e., 8(a), Hubzone, WOSB, SB, Veterans, all others). Your total revenue for the last three years, past performance on similar work dating back 3 years, your companys capabilities and innovative ideas for this type of work. Documentation of technical expertise and capability must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition that is no more than 5 pages.
