- The US Department of Interior (DOI)/National Business Center (NBC)/Acquisition Services Directorate Herndon (AQD-Herndon), on behalf of the US Department of Agriculture (USDA)/Foreign Agricultural Service (FAS), plans to issue a Request for Proposal (RFP) to obtain non-commercial product and optional Operation and Maintenance (O&M) services to implement Phase II of the Food Aid Information System (FAIS). The AQD-Herndon is a Federal Franchise Fund Contracting Office under the authority of the Government Management Reform Act and provides acquisition services to all Federal civilian and DoD Agencies. The procurement and resultant contract administration as well as payment of invoices will be handled by the AQD-Herndon office. The FAIS project is divided into two phases, the first of which is complete. Phase II will require review of the required and desired functionality, design, development or customization, testing, deployment, and maintenance (optional) of FAIS in the FAS Information Technology Environment, including creating user and system documentation, conducting user training and preparing the FAS organization for the business process changes FAIS will create. The fully functioning, web-based FAIS will help the Foreign Agricultural Service/Food Aid Division manage its food aid grants programs. NAICS code 541511 applies with a size standard of less than $25 million. This solicitation is a 100% small business set-aside. This contract is expected to be a Firm-Fixed-Price type contract. The solicitation number for the RFP is anticipated to be 0409RP21199. The solicitation will be issued o/a February 2009. Once issued, offerors will have 30 days to submit their proposals. All questions must be in writing and may be emailed to Lydia.Nunez@aqd.nbc.gov. Offerors must be registered in the Contractors Central Registration (CCR) in order to participate in this procurement. Lack of registration in the CCR database will make a contractor ineligible for award.
