- Furnish all labor, material, equipment, transportation, and supervision necessary for "Renovate Building 5 for Mental Health" at the VA Medical Center, 1540 Spring Valley Drive, Huntington, WV 25704. Work includes general construction, alterations, roads, walks, grading, drainage, mechanical and electrical work, laboratory equipment, utility systems, elevators and dumbwaiters, and necessary removal of existing structures and construction. Completion time for this project is 545 calendar days after issuance of Notice to Proceed. The North American Industrial Classification Standard (NAICS) code assigned to this construction project is 236220 with a small business size standard of $31 million. The estimated cost range for this project is between $2,000,000 to $5,000,000. This procurement is being issued on an unrestricted basis for full and open competition pursuant to P.L. 100-656 the Small Business Demonstration Test Program. The successful bidder shall be registered in the Central Contractor Registration website at www.ccr.gov and must file their On-line Representations and Certifications at www.orca.gov to be eligible for award. Bidders must ensure their registrations are updated, correct, and have not expired. Pre-bid site inspections are scheduled on January 27, 2009 at 8:30 a.m. and 10:30 a.m. EDT and on Janaury 29, 2009 at 10:00 a.m. EDT. Bond information: A 20% Bid bond must be submitted with bid. The awardee shall be required to provide both a performance bond and a payment bond in 100% of the award amount. This solicitation will be posted on January 12, 2008 at the Federal Business Opportunities (FedBizOpps) website www.fbo.gov. Hard copy of specifications and drawing will not be issued. Interested bidders can download the solicitation from the FedBizOpps website. Construction specifications and drawings for this project are available for download from ftp://208.85.148.6/. To access specifications and drawings use Username: Bldg5; Password: VA249P0270. Specifications and drawings are located in the folder entitled "12-31-08 Submittal." The specification are located in the "Architectural" folder in the zip file. Amendments will not be mailed but will also be posted at the FedBizOpps website. Bidders are reminded they are responsible for obtaining and acknowledging all amendments to the solicitation prior to the time for bid opening. Bids are due no later than 2 pm CDT on February 11, 2009 in Building 5, First Floor, Room 150, Acquisition Service Center VISN 9 (90C), Alvin C. York VA Campus, 3400 Lebanon Pike, Murfreesboro, Tennessee 37129. Award is subject to the availability of funds.
