Description
This is a SOURCES SOUGHT ANNOUNCEMENT, a Market Survey for written information only. This is not a solicitation announcement for proposals and no contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. In preparation for a future procurement, the Naval Facilities Engineering Command (NAVFAC) Engineering Service Center (ESC) is seeking companies experienced in developing fire protection systems for a portable paint facility. Commercial providers that can design and install such a system will be identified. Respondents should provide the following information about their capabilities in developing a fire protection system and in providing various engineering and incidental technical services.The portable paint facility is a tent-like structure. Its dimensions are as follows:.60 feet in length.25 feet in width.18 feet in heightIn this facility, H-1 helicopters will be mechanically stripped by plastic media blasting and repainted. The painting will be accomplished using High Volume, Low Pressure (HVLP) paint guns and low VOC paint materials. The facility includes a ventilation system which eliminates the risk of explosion by controlling the vapor concentration. Up to four workers will be in the facility at one time. The work area will contain no electrical equipment aside from explosion-proof lights. The electrical systems required to operate the stripping and painting equipment will be located outside of the tent-like structure. The fire protection system requirements are as follows: 1.The system should consist of automatic fire detection and fire suppression. 2.The system should have the capability to be manually actuated. 3.The system should have the capability to interface with existing fire warning systems. 4.The system should produce both aural and visual cues in the event of fire detection. 5.The fire suppression agent should be non-hazardous to human health and the environment. Interested sources should respond by completing the attached INFORMATION SUMMARY MATRIX document detailing the following: company's ability to fulfill the requirements described herein; list of projects - similar in size and scope - to the current requirement; whether the company is a large business, small business and certified as 8(a), HUBZone, et cetera; and, whether your registration in CCR is current. This announcement is not a commitment by the government to issue for a solicitation or ultimately award a contract. It will, however, be used as a first step for evaluating fire protection alternatives. The applicable NAICS Codes are 238210-fire alarm system, electric, installation only-and 238220-fire sprinkler system installation-with a size limitation standard of 500 employees. Interested sources (whether you are a large or small business) should complete the attached document and submit it, along with any comments and information, via email to casey.barker@navy.mil! no later than 31 January 2009. Responses received after this deadline may not be considered. Since this is a sources sought announcement, no evaluation letters will be issued to the participants.
