- The United States Coast Guard Maintenance & Logistics Command, Atlantic intends to issue a Commercial Request for Quote (RFQ) for the Dry-Dock and Repair of the USCGC PENOBSCOT BAY (WTGB-107), a 140 foot Icebreaking Tug at the contractors facility within the 540 nautical miles of the vessels home pier in Bayonne, NJ. The acquisition will be solicited as a Total Small Business Set-Aside. The Coast Guard intends to conduct the procurement in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items.. The solicitation will be issued electronically on the FEDBIZOPPS web page on or about January 20, 2009 at http://www.fbo.gov/. Please sign up for the Auto Notification service to receive e-mail from FEDBIZOPPS when an action is taken under this solicitation. The NAICS is 336611. The homeport of the vessel is 85 Port Terminal Blvd, Slip # 2, Bayonne, NJ 07002. All work will be preformed at the contractor’s facility. The performance period will be forty nine (49) calendar days with a start date on or about 18 May 2009. The scope of the acquisition is for dry-dock repairs to the PENOBSCOT BAY (WTGB-107) including but not limited to the following Definite and Option items: Remove, Inspect, and Reinstall Propeller Shaft; Overhaul Shaft Serial Assembly; Remove, Inspect, and Reinstall Propeller; Perform Minor Repairs and Reconditioning of Propeller; Clean SSDG Exhaust Stacks; Renew Depth Indicating Transducer; Overhaul and Renew Sea Valves; Inspect and Test Relief Valves; Overhaul Steering Pump Motors; Overhaul Steering Pumps; Remove, Inspect and Reinstall Rudder Assembly; Perform Boat Boom Maintenance; Perform Anchor Windlass Maintenance; Preserve Weather Decks; Preserve Underwater Body; Preserve Stern Tube; Renew Cathodic Protection System; Preserve Grey Water Collection and Holding Tanks; Routine Drydocking; Provide Temporary Logistics; Renew Section of J/W Piping for No. 2 MDE; Perform Inspection and Maintenance of Steering System; Renew Steering System Hydraulic Hoses; Renew Various Boat Boom Hoses; and Reseal Cosmetic Polymeric Deck Covering System. Trained welders, who have been certified by the applicable regulatory code performance qualification procedures, shall accomplish all welding and brazing. The following Geographic Restrictions applies for the USCGC PENOBSCOT BAY (WTGB-107): to travel no further than 540 Nautical Miles from the vessels home pier on navigable waterways. The simplified acquisition will be issued as a best value Request for Quotes (RFQ). Hard copies of the specification and solicitation will not be issued. A CD-ROM containing all applicable drawings is available free of charge to contractors upon request not later than three (3) days from the solicitation issuance. The CD-ROM(s) contain WINDOWS compliant raster/vector formats (e.g.*.DWF, etc).
