Description
NAICS Code: 454311 This is a combined synopsis/solicitation for the purchase of commercial items, prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are beingrequested and a written solicitation will not be issued. Solicitation number RFQ-WA-09-00004 is applicable and is issued as a request for quotation. The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular. This requirement is "Small Business Set-Aside" with a NAICS Code of 454311 (Heating Oil Dealers), and a size standard in millions of dollars $11.5. The description of the commercial item is for the supply and delivery of non-transportation dyed, ultra low sulphur diesel #2 heating oil to the U.S. Environmental Protection Agency Manchester Environmental Laboratory (MEL). CLIN 0001, Supply and deliver ultra low sulphur, #2 diesel heating oil (red dyed non-transportation) to the EPA Manchester Laboratory, 7411 Beach Drive East, Port Orchard, WA 98366. Initial delivery of 3,500 gallons will be scheduled on or before February 28, 2009 (contractor shall be prepared to deliver 3,500 gallons at contract award if necessary). Be advised, additional heating oil deliveries will be ordered and delivered in incremental amounts upon request of the EPA Project Officer. Typical order is 3,500 gallons, with an average of 7,000 gallons ordered per month. Contractor shall confirm current fuel price, in a fixed price amount, prior to each delivery to ensure adequate funding is available to cover remaining fuel deliveries. This contract shall be a fixed price contract with economic price adjustment for upward and downward revision of the contract price based on daily fluctuating fuel prices. FAR clause 52.216-2 Economic Price Adjustment--Standard Supplies (JAN 1997) is incorporated by reference. Contractor shall provide a per gallon cost estimate (current fixed price which will be applicable to the initial delivery) and total cost for 84,000 gallons of fuel (based on the stated unit cost). In addition, contractor is instructed to outline any and all delivery charges that may apply. A full and complete quote shall include completion of Standard Form-18 (SF-18) and completion of the Reps and Certification page with signature and date along with a completed General Questions Sheet. All interested firms shall contact the Contract Specialist, Tyrone Lewis, lewis.tyrone@epa.gov or (913) 551-7664, to request an electronic copy of the Request For Quote (SF-18) and questionnaire. The projected period of performance is February 5, 2009 through February 4, 2010. Acceptance will be at destination (U.S. EPA, Region 10, Manchester Environmental Laboratory, 7411 Beach Drive East, Port Orchard, WA 98366). FOB point is destination. The selection resulting from this request for quotation will be made on the basis of the lowest priced acceptable quote from responsive and responsible quoter. Once the Contracting Officer has decided to whom an order will be issued, a unilateral order will be issued using an Optional Form 347. A purchase order will be in existence once the Contracting Officer has signed the order. Wherever the words offer, proposal, offerors, or similar terms are used in this solicitation or in any applicable provision, they shall be read to mean quote, quotation, quoter, vendor or similar corresponding term to reflect that this solicitation is a Request for Quotation not a Request for Proposal or an Invitation for bid. Provision 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition. The Contracting Officer will evaluate quotes on the basis of information furnished by the quoter or identified in the quote and reasonably available to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the quote. Quotes must be received by mail, fax, or email no later than January 30, 2009 at 5:00 PM Central Standard Time (CST), telephonic offers will not be accepted. Also, quoters must be registered in the Central Contractor Registration database at www.ccr.gov to be considered for selection. Quoters are required to submit completed copies of the provisions at FAR 52.212-3 and its ALT I, Offeror Representations and Certifications-Commercial Items, with their quotes. FAR clause 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition and does not include any addenda. FAR clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders, Commercial Items, applies to this acquisition. The following clauses within 52.212-5(b) are applicable to this acquisition: 52.203-6, 52.219-14, 52.222-3, 52.222-19, 52.222.21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.222-39, 52.225-13, and 52.232-33.
