Description
NAICS Code: 611310 The Office of Transportation and Air Quality, Transportation and Climate Division of the Environmental Protection Agency (EPA), under the authority of the Federal Acquisition Rules (FAR) Part 13, Simplified Acquisition Procedures, intends to issue a sole source purchaseorder to the University of California, Davis for access to the tools, data and analysis developed from the UC Davis Institute of Transportation Studies (ITS-Davis) four-year multi-disciplinary research effort called the Sustainable Transportation Energy Pathways (STEPS) program. The overarching objectives of this program are to develop the theory, tools and methods that allow for consistent and transparent comparisons of alternative energy and vehicle pathways and to apply these tools and methods in comparative assessments of four general transportation energy pathways - hydrogen, biofuels, electricity, and fossil fuels. The EPA will have access to electronic copies of the program's working papers and reports prior to publication, access to high-level invitation-only technical workshops and participation in the STEPS advisory program to advise on the upcoming research program. NO SOLICITATION OR REQUEST FOR QUOTES IS AVAILABLE. UC-Davis is uniquely qualified to provide the in-depth analysis of energy pathways in the transportation sector as it has access to the university's invaluable previous and ongoing transportation research on fuel cells and hydrogen pathways, making it particularly qualified to provide detailed comparative assessments of sustainable transportation energy pathways in hydrogen, biofuels, electricity, and fossil fuels. Notwithstanding, any firm that believes it is capable of meeting this requirement may submit a response, which if received within two days of the closing date of this announcement, will be considered.
