Description
The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) intends to issue a sole-source award to American Tower Corporation of Woburn, MA for antenna sites renewals at multiple locations throughout the United States. This notice is not a request for proposal. Selection of the antenna site was based on results of a site survey, which is on file in the Wireless Communications Section. These sites were selected based on the following criteria: (1) provides the maximum transmit and receives coverage range for clear as well as encrypted transmissions; (2) provides minimal interference on receive frequency; and (3) provides the best level of safety for ATF agents in the field. Based on the survey, these sites are the only sites that will meet ATF’s Law Enforcement radio communication coverage needs. ATF supports and maintains a Private Land Mobile (LMR) system to provide the administrative and tactical radio communications used in support of ATF’s investigations and special events. To support the infrastructure needs of this LMR system, ATF’s communications equipment is installed and housed in various locations throughout the continental US, Hawaii, Puerto Rico and Alaska. These locations can be either remote tower sites in rural or mountainous areas or building facilities within a metropolitan city. These locations where ATF is charged a fee to house our communications equipment a yearly site lease is established to pay for this service and renewed yearly as long as the LMR coverage is needed to support ATF operations. The primary requirement for antenna sites is geographical location (Does that site location provide the LMR coverage needed to fulfill the Field Division area of operation). Other factors are taken into consideration when multiple locations can provide the coverage requirements. They are: 1) Housing facility (AC Power/HVAC/Space/Security); 2) Tower Height; 3) RF Noise Level/Interference; 4) Site Access; 5) Telco Access; and 6) Cost.
