- The Federal Protective Service, East Consolidated Contracts Group intends to acquire, under full and open competition, guard services FEMA locations at 395 E Street SW, Washington DC, 6511 America Boulevard, Hyatsville MD, and 500 C Street SW, Washington DC. As an integral component of the FPS security effort, the contractor shall provide and maintain all management, supervision, manpower, training, equipment, supplies, licenses, permits, certificates, insurance, pre-employment screenings, reports, and files necessary to accomplish security guard services at these locations. This requirement is being solicited as a commercial item acquisition in accordance with FAR Part 12. It is anticipated that a single award, labor hour type contract will be established as a result of the solicitation. The contract will consist of one, twelve month base ordering period followed by four, twelve month, optional ordering periods. The NAICS code for this acquisition is 561612, Security Guard and Patrol Services. The size standard is $17 million. The RFP shall require the submission of a technical proposal as well as a price proposal. It is anticipated that the solicitation, RFP # HSCEEC-09-R-00001 will be released to the Federal Business Opportunities website on or about January 26, 2009. It is the contractor’s responsibility to monitor this website for the issuance of the RFP as well as any updates to the solicitation. All contractors must be registered (http://www.ccr.gov) in the Central Contractor Registration (CCR). Further, offerors are required to go on-line to the Business Partner Network at http://orca.bpn.gov to complete their Online Representations and Certifications Application (ORCA) prior to submittal of a proposal. Per HSAM 3005.207: The FedBizOpps staff is not authorized to determine the classification code for any FedBizOpps notice. Because a misclassified contract action fails to notify the firms most likely to respond and therefore may violate the Competition in Contracting Act, the contracting officer is held responsible for correctly classifying a FedBizOpps notice.
