Description
This notice is in response to inquiries concerning the Governments cancellation of draft RFP notice FA8105-08-R-0006, KC-135 Block 45 Modification Program, on 14 Nov 08. You are hereby notified that the Government has developed an acquisition strategy for the KC-135 CNS/ATM (Block 45) program for a fleet of 417 aircraft. This strategy encompasses a three phased acquisition approach: (1) Engineering & Manufacturing Development (EMD)/Low Rate Initial Production (LRIP), (2) Full Rate Kit Production and (3) Full Rate Installation. This strategy maximizes competition while reducing risks to the Government. The first acquisition phase will be for the EMD/LRIP effort, and will be awarded as a sole source to Rockwell Collins, Inc., Cedar Rapids, IA. The Justification and Approval (J&A) document has been approved by the Milestone Decision Authority (MDA). This approach utilizes Rockwell Collins proprietary software code to accomplish the integration requirements of Block 45 with the existing KC-135 avionics systems. Rockwell Collins will design, develop and integrate the CNS/ATM solution into the existing KC-135 avionics systems through prototype, kit-proof, and LRIP. The Government intends to purchase technical data suitable for competition for the production kit and production installation phases. This strategy promotes competition in the Block 45 program to the fullest extent possible. This notification provides all interested parties with the revised KC-135 CNS/ATM (Block 45) acquisition strategy that will facilitate subcontracting opportunities. The preliminary design and review will be evaluated and determined quickly. Therefore; any parties interested in subcontracting opportunities may contact Rockwell Collins immediately following the release of this notice.
