- The General Services Administration (GSA), Public Buildings Service (PBS), Region 3, intends to compete its requirement for a new Facilities Engineering/ Operations and Maintenance Services Contract covering eight of its building locations. These buildings include the Clarkson S. Fisher FB-US CH, the Clarkson S. Fisher US CH Annex, the Bridgeton Social Security Administration Trust Fund Building, the U.S. Post Office and Courthouse and the Mitchell H. Cohen U.S. CH Annex located in New Jersey, the J. Caleb Boggs CH FB and the J. Allen Frear Federal Building located in Delaware and 5000 Wissahickon Ave. in Philadelphia, PA. Locations of performance: 1. Allen Frear FB 300 South New Street Dover, Delaware 19904- 6726 General Description of Scope of Services The services to be provided under the scope of this contract include complete Facility Engineering Services integrating a Systems Thinking approach, for 8 federally owned facilities throughout the tri-state area of New Jersey, Pennsylvania, and Delaware for an initial period of one (1) year, with the possibility of three (3) option periods of three (3) years each for a potential total of ten (10) years. Facilities covered under the scope of this requirement include federal office space, courthouse space, postal space, and an urban campus, totaling approximately 1.4 million square feet. The successful contractor will act as a proactive partner with the General Services Administration and be expected to offer solutions and decision proposals that are in the best interest of the government and taxpayer in the management and performance of complete facility management, operations, maintenance, inspection, and repair of all mechanical systems and vertical transportation equipment in all facilities covered under the scope of this requirement, as well as complete grounds care and snow removal services for an urban campus located in Philadelphia, Pa. The Contractor must develop and update as necessary a building operating plan outlining their operating and general maintenance procedures for all major building equipment and systems. The Contractor will be required to employ an active, effective quality control program ensuring all services performed are of the highest quality standards and that any defects in workmanship or performance are corrected before any service delivery issues arise. Equipment and Systems Included With few exceptions, and only as specifically excluded per the performance work statement (PWS), virtually every mechanical system and piece of equipment is included as equipment for which the successful Contractor will be accountable for providing the energy efficient operation, monitoring, inspection, testing, certification, scheduled preventive and or predictive maintenance, and repair/replacement liabilities. In addition to the interior and exterior building systems commonly found in office buildings including: mechanical, plumbing and piping systems, water treatment systems, electrical systems and switchgear and all lighting fixtures, exterior walls, roofing, flashing, skylights, chimneys, ventilators (and other items that pierce the roof), gutters, down spouts, splash blocks, overhangs, windows, doors, sidewalks, driveways, roads, curbing, parking areas, patios and exterior stairways, interior walls, interior stairways, ceilings and ceiling tile, venetian blind systems and shades, doors, windows, toilet fixtures & accessories (i.e., towel, tissue, and soap dispensers, etc.); this requirement also includes all vertical transportation systems maintenance, testing and certification; HVAC computer controls and controlled devices including temperature control; Building Automation Systems (BAS) and Energy Management Systems (EMS); solar cells and/or other energy efficient equipment; fire protection and life safety equipment and systems including dry chemical and wet chemical systems; fire alarm system central station monitoring; and underground storage tanks. The Government intends to use Full and Open Competition as the procurement method for this requirement. The applicable NAICS code is 561210 (Facilities Support Service).
