- This requirement is for the implementation of the AFRC NCO Leadership Development Course. The course, managed by HQ AFRC/A1KA, Robins AFB GA, shall be presented at the following Air Force Reserve training locations: Anderson AFB, Guam, Andrews AFB, MD, Barksdale AFB, LA, Charleston AFB, SC, Dobbins ARB, GA, Dover AFB, DE, Eglin/Duke Field AFB, FL, Elmendorf AFB, AK, Grissom AFB, ID, Hickam AFB, HI, Hill AFB, UT, Homestead ARB, FL, Kessler AFB, MS, Langley AFB, VA, Lackland AFB, TX, Luke AFB, AZ, March ARB, CA, Maxwell AFB, AL, McChord AFB, WA, McConnell AFB, KA, McGuire AFB, NJ, Minn-St Paul IAP ARS, MN, NAS Ft Worth JRB, TX, Nellis AFB, NV, Niagara Falls IAP ARS, NY, Patrick AFB, FL, Peterson AFB, CO, Pittsburgh AFB, PA, Pope AFB, NC, Robins AFB, GA, Scott AFB, IL, Seymour Johnson AFB, SC, Tinker AFB, OK, Travis AFB, CA, Tyndall AFB, FL, Westover ARB, MA, Whiteman AFB, AZ, Wright Patterson AFB, OH, and Youngstown ARB, PA. Class size will range from 15-25 students and shall be taught in two (2) phases, three (3) days per phase, in consecutive three (3) day periods. Number of classes per fiscal year shall be approximately 48 classes (96 phases) upwards to not to exceed 90 classes (180 sessions). Classes will be scheduled targeting AFRC Noncommissioned Officers (NCOs) First Line Supervisors in the grades of E-5 and E-6.This two-phase program as described in 4.6.2 shall be presented in a hands-on seminar/workshop format. Phase one shall consist of college level classroom instruction in the areas of Management, Leadership, Air Force Enlisted Military Heritage and Fit to Fight. Phase Two shall consist of college level classroom instruction in the areas of Communication, Counseling Techniques, Time Management and Stress Management. As part of the requirement, the contractor shall award each student completing the course two semester hours of academic credit (one semester hour of credit for each phase). Credit will meet the criteria for acceptance by the Community College of the Air Force (criteria identified in AFI 36-2304, Community College of the Air Force, and the Community College of the Air Force Catalog). Credit will be awarded by attending at least 15.5 hours of the 18 contact hours for each phase. The selected contractor shall be a fully recognized member of a regional accrediting association as listed in the current edition of the Higher Education Directory (HED). Quality of the course shall conform to the academic standards outlined by the regional accrediting association of the contractor.
