- Provide professional engineering services required to complete facility investigations, working drawings, cost estimates and construction period services for the construction project entitled "Replace Ward 3 Air Handling Unit", Project #575-10-105. Scope of Project: The air handling unit serving the Ward 3 area in Building 1 (Third floor) has reached life expectancy and will be replaced. The Architect/Engineer (A/E) will be expected to provide a design for replacing the existing AHU, controls and physically survey the air distribution ductwork to determine the need for replacement. At the least, the VAV and pneumatic controls shall be replaced. New controls shall be of the latest electronic energy efficient technology systems that are available and will be compatible with the existing JCI control system serving this facility. The A/E shall review the existing functional space and determine the appropriate air distribution system to comply with patient ward and Intensive Care Unit standards and energy conservation goals. Patient safety and comfort and energy performance are high priorities on this project. The A/E shall also include a phasing schedule for the replacement of the duct work and the air handling unit so as to minimize the disruption for patients on the ward. Temporary heating and cooling systems may be required to be outlined in the design to be furnished and maintained by the construction contractor that will help minimize the impact to patients, visitors and staff. Infection control measures will be outlined in the design documents and strictly adhered to during all construction activities.All designs are to meet seismic requirements for Moderately High Seismic Zone as designated by the USGS zone map. This procurement is 100% set-aside for Veteran Owned Small Business in accordance with Public Law 109-461 and 38 USC 8127 & 8128. NAICS is 541330 the Small Business Size Standard is $4.5 million. Firms desiring consideration should submit two (2) copies of their Standard Form 330 no later than 4:00 p.m. (MST) on March 2, 2009. Potential contractors must be registered in CCR (www.ccr.gov) and Center for Veterans Enterprise Web Portal (www.vetbiz.gov) at the time of submission of their qualifications in order to be considered for award. Firms must be within a 300 mile radius of the Grand Junction, CO VA Medical Center.
