- THIS NOTICE IS FOR SOURCES SOUGHT ONLY. THIS IS NOT A REQUEST FOR PROPOSAL OR INVITATION FOR BID. INFORMATION RECEIVED IN RESPONSE TO THIS REQUEST WILL BE CONSIDERED PROCUREMENT SENSITIVE AND WILL NOT BE RELEASED TO ANY OTHER PARTY, FOR ANY PURPOSE OTHER THAN TO DEVELOP MARKET INFORMATION FOR SOLICITATION, SPECIFICATIONS AND DRAWINGS ARE NOT AVAILABLE. The Government will use responses to this Sources Sought notice to make appropriate decisions regarding construction methodologies and duration to improve Louisianas Hurricane Storm Damage Risk Reduction System (HSDRRS) for construction services for the New Orleans East Levee, South Point to CSX Railroad, LPV 109.02a, Orleans Parish, LA. The U.S. Army Corps of Engineers, Hurricane Protection Office solicits a Capability Statement from all interested parties. This project is located in Orleans Parish along the eastern border of Bayou Savage Wildlife Refuge from South Point to the CSX Railroad. Government regulations require project completion by June 1, 2011. Construction solicitation is anticipated to be issued in March 2010. The proposed improvements will consist of raising the existing 7.5 miles of levee (elevations ranging from 13 to 19 feet) approximately 6 feet to meet the HSDRRS hundred year level of protection. Design guidelines preclude degradation of the levee at anytime during construction. The current construction methodology is to shift the levee centerline west approximately 60 feet toward the protected side. The new levee will be constructed in 5-6 stages utilizing approximately 2.5M cubic yards of earthen borrow material. The levee section will be stabilized with High Strength Geotextile and to decrease levee construction time. The foundation soil consolidation rate will be accelerated by installing Prefabricated Vertical Drains. This process will also accelerate the increase in the foundation shear strengths. The new levee will have a 10-ft wide crown and a 120-ft to 175-ft wide, protected side stability berm. Floodside wave/stability berms will be predominantly formed out of the existing levee section. The estimated range of the magnitude of construction of this project is $250M to $500M. The resultant contract is anticipated to be one (1) firm fixed-price construction contract. Firms responding to this announcement are requested to submit responses consisting of appropriate documentation, literature and brochures providing responses addressing the following items, numbers 1 through 5. 1. Provide the Firms name, address, point-of-contact name, telephone number, fax number, and e-mail address; size of the firm under the NAICS code 237990; and its socio-economic status (Small, 8(a), Service-Disabled Veteran-Owned Small Business (SDVOSB), or HUBZone Small Business). 2. Construction Duration: Describe construction methodology to meet the June 1, 2011 deadline. Include construction duration, sequencing, schedule, equipment and number of crews needed to complete this project. 3. Innovation: Provide examples of projects using market innovations that increase consolidation rates and increase shear strength within a limited time period. 4. Past Experience: Describe your experience constructing projects of similar type, size and complexity to that which is the subject of this sources sought. The emphasis should be on the capability and performance of construction and should include experience in project delivery under aggressive scheduled by traditional and non-traditional methods including fast tracking. Provide examples of projects which were successfully executed while containing costs and maintaining schedules. 5. Local Market Knowledge: Describe your experience with construction projects in the New Orleans area or within a 500 mile radius. Describe your knowledge of and experience with local material markets, subcontractors and the general labor market. Submission of a Capability Statement is not a prerequisite to any potential future offerings but participation will assist the Corps in making appropriate procurement decisions.
