- THIS IS A MARKET SURVEY. THIS IS NOT A SOLICITATION OR REQUEST FOR PROPOSAL AND DOES NOT OBLIGATE THE GOVERNMENT TO ANY CONTRACT AWARD. RESPONSES TO THIS MARKET SURVEY SHALL BE FOR INFORMATION PURPOSES ONLY. The Office of Research Facilities, National Institutes of Health (NIH) is contemplating awarding an Architect-Engineer (A-E) Services Contract. This effort is intended as a Full and Open Competition. The purpose of this Sources Sought Synopsis is to determine interest and capability of potential qualified businesses with North American Industry Classification Code (NAICS) 541330 – Engineering Services. The Small Business Size is $4.5 million. If it is determined that enough qualified small businesses exist to perform the work under this requirement, this acquisition will be set-aside for competition among small business participants. The National Institutes of Health (NIH), Department of Health and Human Services (HHS) expects to require A-E design and other A-E services for various construction, modification, repair, and improvement of buildings and infrastructure projects within the following locations: NIH Main Campus, Bethesda, MD; NIH Animal Center, Poolesville, MD; various rental facilities, Bethesda and Rockville, MD; and other campuses and leased facilities located throughout the United States. Task orders will be awarded under the resulting IDIQ Contract for A-E design and other A-E services to support construction, modification, repair, and improvement of buildings and infrastructure projects with a focus on Health Care Facilities within the following locations: NIH Main Campus, Bethesda, MD; NIH Animal Center, Poolesville, MD; various rental facilities, Bethesda and Rockville, MD; and other campuses and leased facilities located throughout the United States. Task Orders issued under the IDIQ Contract will focus on Health Care Facilities primarily include surgery, patient care units, outpatient clinics, critical care units, radiology and imaging, pharmacy, rehabilitation, transfusion medicine, cyclotron, radiation oncology, and pediatrics. Projects may require particular attention to design details, close coordination with users, Joint Commission compliance, and assessment of utilities in regard to building utility moratorium. Projects may require knowledge and experience with current Good Manufacturing Practices or Good Laboratory Practices as defined by the Food and Drug Administration. Most projects are located in or adjacent to the NIH Clinical Center on the Bethesda Campus. It is anticipated that this award will include a base period of 1 year and possible 2 to 4 one-year options, for a total performance period of between 3 and 5 years. Task Order issued against the IDIQ contract will range between $10,000 and $6,000,000.00. The contract ceiling for the contract is anticipated not to exceed $60 million. The Government intends to award a single contract from the resulting solicitation, but reserves the right to award multiple contracts. Interested qualified small businesses capable of performing the tasks described above shall submit three (3) copies of their qualification statements to the address listed below. Qualification Statements shall not exceed 20 pages (no hyperlinks or electronic media) and shall highlight the following: (1) Company Information to include name, address, telephone number, small business category (i.e. 8(a), SDVOSB), relevant NAICS Code, DUNS Number (2) Describe the organization Structure to include Key Personnel information and their relevance to the tasks described; (3) Highlight relevant experience relating to the tasks described above – Describe scope and nature of at least three (4) of the most current or completed relevant projects to include beginning and ending contract price, beginning and ending date of the project, customer name and point of contact, indicate if you are/were the prime or sub-contractor; (5) Summary of current contract activities/commitments; (6) Describe your link to sufficient local labor and resources to accomplish work of this nature; (7). Describe your firm’s ability to manage simultaneous work efforts; and (8). Describe your access to capital resources/funding to undertake work of similar scope to that which is contemplated. Send three (3) copies of your qualification statements to the attention of Anthony Rowell, National Institutes of Health, Office of Research Facilities, A-E & Construction Contracts Branch, 9000 Rockville Pike, Building 13, Room 2E-43, Bethesda, Maryland 20892. Responses must arrive by 2:00 pm, February 16, 2009.
