Description
This is a SOURCES SOUGHT SYNOPSIS. This is a Sources Sought Synopsis announcement; market survey for information only, to be used for preliminary planning purposes. No proposals are being requested or accepted with this synopsis. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. The U.S. Army Corps of Engineers Fort Worth District has been tasked to solicit for and award this work. Note: The Government reserves the right to issue multiple solicitations and contracts of this work. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various members of the Small Business Community to include Small Business, Historically Underutilized Business Zones (HUB-Zone) and Service-Disabled Veteran-Owned Small Business (SDVOSB) to compete and perform a Firm Fixed Price Contract. The type and numbers of solicitation(s) to issue will depend upon the responses to this sources sought synopsis. The Government must ensure there is adequate competition among the potential pool of responsive contractors. Work to be performed will include: Furnish, install, test and make operational various pieces of tactical vehicle maintenance production equipment and systems. Installation of the equipment systems will be in accordance/compliance with all applicable NFPA and OSHA regulations. These equipment systems will be installed in a facility that is currently under construction at Red River Army Depot. Some of the equipment systems will require the installation of a foundation and cover (enclosure) as part of the required equipment deliverable. All these equipment systems are for the primary purpose of surface cleaning, preparation and painting of military tactical vehicles and their components. The equipment systems are described below in four primary equipment groupings. 1) (Vehicle Painting) Equipment systems include four large (vehicle size) down draft paint booths and four equivalent size drying ovens. Each paint booth will include a vehicle parallelogram lift, breathable air system, man lifts and all necessary paint spraying equipment. Installation of these systems will require electrical and compressed air connectivity and some facility modifications for successful installation (primarily roof penetrations for exhaust systems and some concrete work associated with parallelogram lifts). 2) (Component Painting) Other equipment included in the future solicitation package will include a component paint/drying system and enclosure. This equipment system will include two paint application work stations, breathable air, part load/unload station and a drying oven. This system will be integrated as one paint/dry system that includes an overhead conveyor system for parts movement through the paint/dry process. Facility type work included with this equipment will include electrical, compressed air, foundation (concrete slab) and an all weather enclosure. 3) (Vehicle Paint Striping, Abrasive) This work will include the installation of five large (vehicle size) abrasive blast booths. These units will be the self contained type units complete with media recovery, breathable air and exhaust systems. These units will require some facility work including compressed air, electrical connectivity, foundations and equipment covers (enclosures) to protect the blast unit and controls. 4) (Vehicle/Component Cleaning, Wet) The MSSC equipment package also includes three vehicle steam cleaning bays complete with steam cleaning equipment, man lifts, vehicle parallelogram lifts and air knife/blow off system. This cleaning area will also include a vehicle water blast bay and two self contained component water blast booths. All wet cleaning and blasting systems will be installed with necessary water boosters, heat/steam generating devices and recovery equipment to form complete and operational cleaning equipment systems. This equipment will require a significant amount of facility type work to include foundation, cover (enclosure), mechanical/electrical/plumbing systems and water/sludge containment/drainage systems. All equipment systems provided in this package will be installed at the same time other facility installation work is being performed by contractors in the same general area. Coordination with these other contractors will be required in order to achieve successful equipment installation. Anticipated solicitation issuance date for these solicitation(s) is on or about March 2009. The NAICS code for these requirements is targeted to be 423830, Industrial Machinery and Equipment Merchant Wholesalers. If you have any comments regarding the appropriate NIACS for these solicitation(s), any comments you have are appreciated. Offerors response to this Synopsis shall be limited to 5 pages and shall include the following information: 1) Offerors name, address, point of contact, phone number, and e-mail address. 2) Offerors interest in bidding on the any of these solicitation(s) when it is issued, and which of the four primary equipment groupings you are interested in bidding on. 3) Offerors capability to perform a contract of this magnitude and complexity within the past 5 years brief description of the project, customer name, timeliness of performance, customer satisfaction, and dollar value of the project) provide at least 3 examples. 4) Offerors type of small business and Business Size (Whether HUB Zone, Service Disabled Veteran Owned Small Business, 8(a) or HBCI/MI. 5) Offerors Joint Venture information if applicable existing and potential. Interested Offerors shall respond to this Sources Sought Synopsis no later than 2:00 PM (CST) 18 February 2009.
