Description
The Federal Bureau of Prisons, Field Acquisition Office in Grand Prairie, Texas intends to make award for the provision of Clinical Laboratory Assistant services on behalf of the Federal Correctional Complex (FCC) located in Oakdale, Louisiana. Faith-based and Community-based organizations can submit offers/bids/quotations equally with other organizations for contracts for which they are eligible. The anticipated date of award will be approximately April 1, 2009. The contract performance period is anticipated to consist of a base year from effective date of award through September 30, 2009, and will include four, 12-month option years for renewal. The Contractor shall be required to perform basic blood draws for staff and inmates, spin down blood, prepare and package specimens for shipping, and deliver subject shipping containers to the FCC Oakdale front gate for shipment. The Contractor shall be required to draw blood open, semi-open and locked units, which will require direct contact with inmates. The Contractor shall be responsible for keeping the work area neatly organized, maintaining the needle/syringe inventory, properly documenting lab request logs, completing related paperwork and filing, and conducting routine equipment checks. The contractor will be required to collect data relating to laboratory efforts (usage, types of labs studies, prompt receipt of orders and timely return of results by our contract labs, etc.). The Contractor must be able to work effectively with both staff and inmates in the performance of contract services. The above information provides a generalized description of some of the activities involved in the scope of work. The contractor must be able to adapt to newly establish policies and guidelines (i.e. Joint Commission on Accreditation of Healthcare Organization (JCAHO), Bureau of Prisons (BOP), American Correctional Association (ACA), etc.) to the existing Medical Laboratory Technician program, as applicable, and help provide support to implement procedures accordingly. Contractor will be required to have six months of practical experience as a Medical Laboratory Technician and a valid drivers license. Services will be provided at the Federal Correctional Complex, Oakdale, Louisiana. The contractor shall provide an estimated of 130 sessions per month, with session length defined as 1 hour per session. Specific days/hours will be subject to mutual agreement between the Health Services Administration (HSA) and the Contractor. The schedule services will include a half hour unpaid lunch break. The hours of services are not to exceed 30 hours per week. All equipment and supplies will be furnished by the Federal Correctional Complex for procedures performed at this facility. Additionally, no procedures will be requested unless necessary equipment and supplies are available. The solicitation will be made available on or about February 5, 2009 and will be distributed solely through the General Service Administrations Federal Business Opportunities website at http://www.fedbizopps.gov/. Hard copies of the solicitation will not be available. The site provides downloading instructions. All future information regarding this acquisition, including solicitation amendments, will also be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. All contractors doing business with the Federal Government shall be registered in the Central Contractor Registration (CCR) database. The website for registration is www.ccr.gov. The solicitation is a total small business setaside. The North American Industry Classification System code for this solicitation is 621498, with a size standard of $10.0 million. The anticipated date for receipt of quotes is March 2, 2009; however, this is a projected estimate and quoters should refer to Page 1 of the solicitation (Block #8) for the actual date quotations are due. All responsible sources may submit a quote which will be considered.
