- 1. ACTION CODE: P 2. CLASSIFICATION CODE : A 3. TITLE/SUBJECT: Enterprise Design and Development Engineering (EDDE) 4. PRIMARY CONTACT POINT: Karl VanDenTop/RIKD. 5. SOLICITATION NUMBER: E9137_EDDE Due to limitations of the FedBizOpps website, the Government is unable to post the Pre-Solicitation Notice under Solicitation Number FA8750-09-R-0017. Therefore, the Government is posting the pre-solicitation notice ONLY at Solicitation Number "E91377_EDDE," which will contain only the pre-solicitation notice and modifications thereto. All prospective offerors are instructed to continue to routinely monitor and register under Solicitation Number FA8750-09-R-0017 as well as the pre-solicitation notice. The Request for Proposal and any additional updates will be posted to Solicitation Number FA8750-09-R-0017. 6. DESCRIPTION: The Air Force Research Laboratory, Rome Research Site (AFRL Rome) has a requirement to enable the Air Force mission to maintain and enhance multiple initiatives currently in development and experimentation through the Air Force Global Cyberspace Integration Center (GCIC), which manages requirements integration, capability development, innovation and experimentation for selected AF cyber programs. Additionally, Air Force Research Laboratory is seeking sources to develop selected prototype software under this effort for the purpose of assessment and assisting in development of cyber and C2 requirements and CONOPS refinement. This effort includes: requirements analysis, technical analysis, system feasibility studies, system design, systems engineering efforts, experimental design efforts, experimental hardware/software demonstration efforts, software specification efforts, net-centric communications, data development efforts, rapid prototyping and software development, and capability test and assessment. This effort also includes software installation, familiarization, and support at customer sites for selected AFRL-developed prototypes. GCIC conducts requirements analysis to identify and integrate warfighter requirements, performs science and technology planning, sponsors pilot prototype initiatives, develops experimentation strategies and objectives, and plans and manages technology transition. 7. SET-ASIDE INFO: 100% Small Business Set-Aside Evaluation of the capability packages received in response to the previous Sources Sought announcement resulted in a determination that a 100% small business set-aside is warranted for this acquisition. See Numbered Note 1. The size standard for small business is 500 employees. 8. TECHNICAL READ LIBRARY A technical library relating to the subject area of this acquisition is available for review by potential offerors at Air Force Research Laboratory/RIEBB, Bldg. 3, Rome, NY 13441-4505. Appointments for access may be made by contacting Mark A. Esposito, 315-330-3930, e-mail Mark.Esposito at least forty-eight hours in advance. The library contains technical data subject to export control. Prior to review, potential offerors must submit a copy of an approved DD Form 2345, "Militarily Critical Technical Data Agreement", along with a letter from the Data Custodian designated on that form, authorizing access by whomever will be reviewing the library, to ATTN Mark A. Espostio, Air Force Research Laboratory/RIEBB, 525 Brooks Rd, Rome, NY 13441-4505. 9. FOREIGN PARTICIPATION EXCLUDED Foreign disclosure review has determined that foreign participation will be excluded at the prime contractor level. 10. SECURITY CLEARANCES This work will require a source that maintains a TOP SECRET facility clearance, SECRET safeguarding capability and staff with approximately Fifteen (15) TOP SECRET / SCI security clearances at the time of award with an additional fifteen (15) TOP SECRET / SCI cleared individuals available within the first six months of performance. An indefinite-delivery, indefinite-quantity cost-plus-fixed-fee (completion) type contract is contemplated with an ordering period of 60 months. The NAICS code for this effort is 541712, and the size standard for small business is 500 employees. 11. OMBUDSMAN In accordance with AFFARS 5301.91, an Ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. Before consulting with an Ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the Contracting Officer, Douglas J. Rosenthal, (315) 330-1957, Douglas.Rosenthal@rl.af.mil, for resolution. AFFARS Clause 5352.201-9101 Ombudsman (AUG 2005) will be incorporated into the resultant contract. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the Ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the Ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The Ombudsman may refer the party to another official who can resolve the concern. Consulting an Ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). If resolution cannot be made by the Contracting Officer, concerned parties may contact the following AFRL Ombudsman: Karen S. The Ombudsman has no authority to render a decision that binds the agency. Do not contact the Ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the Contracting Officer. 12. SOLICITATION RELEASE DATE The draft Request for Proposal is expected to be posted for review and comment by potential offerors within the second (2nd) quarter of the Government fiscal year 2009. The formal solicitation is expected to be released in the third (3rd) quarter of the Government fiscal year 2009. 13. FBO & REGISTRATION When it is issued, THE ENTIRE SOLICITATION WILL BE ISSUED ON THE FEDERAL BUSINESS OPPORTUNITIES (FEDBIZOPPS) WEB SITE AT http://www.fedbizopps.gov/.
