- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the ONLY solicitation and no other solicitation document will be issued. This solicitation is issued as a Request for Proposals number HSCG44-09-R-THA214.This number is for tracking purposes only. Solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-25. This procurement will be processed in accordance with FAR Part 12. The North American Industry Classification System (NAICS) is 541511. The SBA size standard in millions of dollars is $23. The Command and Control Engineering Center (C2CEN), USCG intends to purchase on a non-competitive basis with ICAN INC.(International Communications and Navigations) of Huntsville AL. for 3 each of the ALDEBARAN II ECS(Electronic Chart System) Software Licenses with NAVAIDS and Survey Modules. The USCG has contracted with ICAN before for this type of Items and Software. The proposed Purchase Order action resulting from this synopsis/solicitation for commercial supplies is the Governments intention to solicit and negotiate with only one source under the authority of FAR 6.302-1. Interested persons/parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within 5 days after date of publication of this synopsis/solicitation will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement, and for informational purposes. The contractor for this proposed Sole Source contract is: ICAN Inc. Cage Code 3GV15. This is an Sole Source Procurement. SOLE SOURCE JUSTIFICATION It is necessary for the performance of Coast Guard Cutters missions to navigate safely in National and International waterways. Regulations require USCG cutters to use up-to-date Electronic Navigational charts. The USCG uses the ALDEBARAN CHART SYSTEM for some of there Navigational Charts. ICAN owns the data rights for the ALDEBARAN II ECS(ELECTRONIC CHART SYSYTEM) SOFTWARE. There fore no other Contractor/Vendor can provide the Software and Licenses to accompany the Software to meet this requirement. There are not any known sources of Supply that can meet this requirement do to the Proprietary Data rights associated with this ICAN Software and Licenses. IAW FAR 19.502-2(a) Total Small Business Set-Asides, the Contracting Officer does not anticipate or expect that there will be 2 or more qualified Small Business concerns to provide offers for this requirement do to the Sole Source nature. There for this action is not Set-Aside for Small Businesses. The government intends to award a Purchase Order resulting from this solicitation to the responsible bidder proposal conforming to the solicitation which will be most advantageous and BEST VALUE to the Government, price and other factors considered.
