Description
The NATO Consultation, Command and Control Agency (NC3A) intends to invite bids on the provision of satellite communication services for SILK+ NC3A, which is acting as procurement agent on behalf of the Public Diplomacy Division, has been authorized to use the International Competitive Bidding (ICB), Best Value Procedures. The successful bid pursuant to this IFB (Invitation for Bid) will be that bid which is the best value for the money offered in accordance with the evaluation criteria that will be published in the bidding instructions of the solicitation. It is planned to place a single contract for the entire scope of work. No partial bidding will be allowed. The estimated value of this project is not available at this time. The reference for the IFB is IFB-CO-12758-SILK. The U.S. Department of Commerce will be using the same reference. Bidders will be required to declare a bid validity of 12 months from the closing date for receipt of bids, supported by a bid guarantee of Euro 75,000. Should the selection and award procedure exceed 12 months after the bid closing date, firms will be requested to voluntarily extend the validity of their bids and bid guarantee accordingly. Bidders may decline to do so, withdraw their bid, and excuse themselves from the bidding process without penalty. The bandwidth to be provided, as well as all material and workmanship (with the exception of the civil works conducted on-site), must be provided and limited to sources owned and personnel from industry within NATO member nations. Bidders may not propose securing satellite bandwidth from companies or satellites owned by entities from a non-NATO member nation. The project is planned to be completed within 4 years of the contract award. Contractor personnel will be required to work at sites located in Afghanistan in conjunction with the contract. The contractor is responsible for ensuring that the Defense Industrial Security Clearance Office (DISCO) forwards to the NATO contracting agency any NATO clearance certifications needed for performance of the contract. A formal bidders conference will be organized during the bidding process. Details regarding the bidders conference will be available in the IFB documents. BIDDING PROCEDURE The U.S. Department of Commerce does not serve as the contracting agency for NATO ICB projects. Its role is to approve for participation in NATO ICB those facilities that are located within the United States. Only facilities that have first been approved for participation in NATO ICB may be nominated to the bidders list for a NATO ICB project. The application and supporting documentation may be submitted as e-mail attachments. If, when submitting the application, your firm is interested in a specific NATO ICB project, please include the following in the text of your email: - the title and/or solicitation number of the project - the name/phone/FAX/email of a point of contact for the bid documents After approval of your one-time NATO ICB application, the Department of Commerce will then know to follow up by issuing a Declaration of Eligibility (DOE) for that project. A DOE is used to nominate an approved firm to the bidders list for a particular NATO ICB project. Using the contact information indicated on the DOE, the NATO contracting agency will contact the firm directly when the IFB has been issued. IMPORTANT DEADLINES 1. Final date to request a Declaration of Eligibility: 12 February 2009 2. Anticipated date that NC3A will distribute the IFB: mid-February 2009 3. Anticipated closing date for receipt of bids: end of March 2009 4. Anticipated contract award date: May 2009
