Description
The Central Region Administrative Division (CRAD), National Oceanic and Atmospheric Administration (NOAA) Office of Habitat Conservation (OHC), Restoration Center (RC), has a requirement for the publication of a special volume on the Olympia oyster (Ostrea lurida) in the Journal of Shellfish Research (JSR), a high quality, scientific journal which routinely publishes research on shellfish. The volume will contain sixteen articles related to the restoration, biology, ecology, life history, genetics, and history/status of the Olympia oyster and will substantially increase the number of refereed articles concerning Ostrea lurida and advance considerably our knowledge of the species. The Contractor shall be required to provide for the complete publication process of the special volume. The government intends to issue a sole source commercial services purchase order to The National Shellfisheries Association (NSA), http://shellfish.org/ a non-profit international organization. NSA is considered uniquely positioned to provide these services as they are the sole publisher of the Journal of Scientific Research. The Journal of Shellfish Research (JSR) is a highly regarded scientific publication of the National Shellfisheries Association (NSA). Founded in 1908, the National Shellfisheries Association is a non-profit international organization of scientists, management officials and members of industry, all deeply concerned with the biology, ecology, production, economics and management of shellfish resources, e.g., clams, oysters, mussels, scallops, snails, shrimp, lobsters, and crabs, among many other species of commercial importance. The NSA has a long history of publishing peer-reviewed papers in the JSR (previously known as the Proceedings of the NSA) about the aforementioned aspects of shellfish. The Journal is published three times a year with occasional special issues, for a total of more than 100 articles. There are no other journals in the United States which routinely publish peer-reviewed research articles on the life history, biology, ecology, and commercial aspects of shellfish. To be considered, firms must furnish detailed information concerning their capability to provide the service and satisfy the Government's needs. Such information shall include, at a minimum, name, telephone number and address of concerns for which you have furnished this service previously and detailed narrative that describes your ability to provide this service with the level of in-depth knowledge of the NSA, the intended sole source vendor, as listed in the following: 1. The journal must be one that specializes in the area of shellfish biology, ecology, production, economics and management of shellfish resources, including clams, oysters, mussels, scallops, snails, shrimp, lobsters, crabs, among many other species of commercial importance; 2. The journal must be one with a reputation and history of publishing high quality, peer-reviewed manuscripts on shellfish; 3. The editor of the journal publication must be an expert in the field of shellfish biology in order to judge the quality and content of the manuscripts and edit them appropriately. 4. Each manuscript must be peer reviewed by experts in the specific field of shellfish research addressed in a particular manuscript (e.g., genetics, ecology, restoration, life-history, etc.); 5. Reviewers comments on each manuscript must be sent to author(s) of each manuscript, along with a determination of acceptance or rejection for publication; 6. Revised manuscripts which are accepted for publication will be reviewed by the journal editor and the production staff for adherence to the style recommended in the 7th edition (2006) of the Council of Biology Editors [CBE] Style Manual, distributed by the American Institute of Biological Sciences. 7. The production company for the journal must supply a copy editor who will check all manuscripts for misspellings, grammar, punctuation, and adherence to the CBE style; 8. The production company for the journal must be able to produce page proofs of all articles within 4 weeks of notice to proceed. This notice is for a service for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested parties must respond within (15) calendar days after publication of this notice. If no affirmative responses are received or subsequently affirmatively determined, the government intends to negotiate a purchase order with the National Shellfisheries Association. The Central Acquisition Management Division (CRAD) requires that all contractors doing business with the Acquisition Office must be registered with the Central Contractor Registry (CCR). No award can be made unless the vendor is registered in CCR. For additional information and to register in CCR please access the following website: http://www.ccr.gov/. In order to register with the CCR and to be eligible to receive an award from this acquisition office, all offerors must have a Dun & Bradstreet Number. A Dun & Bradstreet number may be acquired free of charge by contacting Dun & Bradstreet on-line at https://www.dnb.com/product/eupdate/requestOptions.html or by phone at (800) 333-0505. The government now requires all contractors submit their Online Representation and Certification Application (ORCA) thru the on-line Business Partner Network (BPN). The BPN is the single source for vendor data for the federal government. Contractors should go on-line at www.bpn.gov and complete the application. Award will not be made to any contractor that is not registered in CCR and BPN. Note: CCR registration should be completed prior to completing ORCA. The NAICS code for this action is 511120 Periodical Publishers. Small Business Size standard is 500 employees. This service is being procured under the guidelines of FAR Part 12, Acquisition of Commercial Items. All proposals received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed order, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
