- This is a Sources Sought Notice. The Defense Distribution Center (DDC) is considering a set-aside for HUBZone small business firms and is seeking HUBZone small business sources that qualify under North American Classification System (NAICS) construction code 238160, size standard $14M. This Sources Sought Notice does not constitute a request for a formal proposal or a pre-solicitation notice. The DDC is not at this time seeking proposals and will not accept any unsolicited proposals. This Notice is provided as information to the marketplace and is an invitation for an expression of interest and a DEMONSTRATION OF CAPABILITIES to perform anticipated work. As a minimum, this RFI requires expertise and knowledge sufficient to include, all labor, supervision, material and equipment required to replace a warehouse roof that is approximately 159,000 SF. The project description includes, but is not limited to, the following: •Remove existing slag on entire roof area. •Remove existing metal fascia at roof perimeter, metal coping and metal coping extender at firewalls and fender walls. •Remove existing 5 ply built-up roofing, perlite board, asphalt roof felt sheet and wood cants along roof perimeter in entirety down to existing tongue and groove wood deck in areas designated as unsound deck and as shown on the plans. Remove roofing as asbestos containing material (ACM) in areas designated on the plans. •Remove deteriorated ¾”+/- thick tongue and groove roof deck boards and install new tongue and groove roof deck boards in kind where existing roofing was removed. Areas where built-up roof was removed provide roof sheathing over the new roof deck boards to match the thickness of the existing roof system to remain. •Provide a new ½” recovery board and EPDM roofing system over the existing built-up roof system creating a weather tight roofing system. •Provide new metal fascia at roof perimeter, metal coping and metal coping extender at the firewalls and fender walls. The estimated project completion time for this work is six months. The magnitude of this construction effort is anticipated to be between $1,000,000 and $5,000,000. (Note - any subsequent solicitation that may be issued following this Notice would also require HBZn contractors to provide a formal technical proposal showing that they meet acceptability standards set forth in the solicitation such as experience, qualifications of personnel, a quality control plan, and past performance.) Any requirement resulting from this Notice would be performed under a firm fixed-price contract type at the Defense Distribution Center, New Cumberland, PA 17070-5010. Interested HUBZone small business sources that qualify under the above listed NAICS are required to submit a capability statement of no more than three (3) pages that identifies their capabilities with regard to this Notice. Any such response must include: (1) complete company name and address, company duns or cage code numbers, bonding level per contract and aggregate construction bonding level (expressed in dollars) (2) a brief statement of experience in work similar in type and scope described above; (3) past performance references to include project title and location, contract numbers, contract award dollar values, points of contact by name and job title, and telephone numbers for each past performance record submitted; (4) a positive statement of your company’s intention to submit a proposal as a prime contractor for any subsequent acquisition that may follow this Notice. At least three (3) past performance references are requested. A response is required by February 12, 2009 at 3:00 PM, EST. At the present time, a HUBZone set-aside determination has not yet been made. However, a HUBZone set-aside is anticipated. This Notice is for informational and market research purposes only. All interested offerors must have a current registration in the CCR. Responses are sought from HUBZone small business sources that have a comprehensive knowledge and experience in large roofing projects. HUBZone firms may team together or may team with large business and remain eligible to participate in a HUBZone set-aside acquisition. However, vendors are reminded that should any subsequent acquisition become a HUBZone small business set-aside, the clause at FAR 52.219-14, Limitations on Subcontracting (Dec 1996), will apply, and would require that at least 25 percent of the cost of labor for contract performance be spent for employees of the concern. The above requested information must be submitted in sufficient detail for a decision to be made regarding a HUBZone small business set-aside. This Notice does not commit the Government to contract for any supply or service. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website http://www.fbo.gov/. It is the responsibility of potential respondents to monitor these sites for additional information pertaining to this potential requirement. The information provided in this Sources Sought Notice is subject to change and is not binding on the Government. The release of this Notice should not be construed as a commitment or as authorization to incur cost for which reimbursement would be required or sought. Respondents are advised that the Defense Distribution Center will not pay for any information or administrative cost incurred in response to this Notice.
