- This is a Sources Sought Synopsis announcement, a market survey for information to be used for preliminary planning purposes. The information received will be used within the Navy to facilitate the decision making process and will not be disclosed outside of the agency. A decision will be made whether to issue the proposed solicitation as a competitive set-aside for U.S. Small Business Administration (SBA) certified 8(a), SBA certified HUBZone, Service-Disabled Veteran-Owned Small Businesses, and/or Small Business Set-Aside, or whether to issue as full and open competition (unrestricted). No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. This notice does not constitute a Request for Proposal and is not to be construed as a commitment by the Government for any purpose other than market research. Respondents will not be notified of the results of the evaluation. Naval ! Facilities Engineering Command Southwest is seeking SBA certified 8(a), SBA certified HUBZone, Service-Disabled Veteran-Owned Small Business, and/or Small Business Set-Aside sources with current relevant experience, personnel, and capability to perform design-build construction of a correctional facility. The general scope of the requirement is a Firm-Fixed Price (FFP) contract to design and construct a new addition and alter some existing space in the existing Navy Consolidated Brig at Marine Corps Air Station (MCAS) Miramar. The new facility, including support space, will be sized to hold 120 additional male and 80 additional female prisoners from all military services awaiting trial, serving short-term and longer-term sentences up to five to ten years. New prisoner industries/ maintenance facilities are required to provide work and training support spaces to the increased population. A new parking lot, utilities, an emergency generator, security fencing, security control! systems, lighting, and landscaping will be required. New facility technology systems will be integrated with existing systems. Approximate size of the new facilities is 95,000 square feet. Renovation will be required to enclose an outdoor visitation area and convert it into administrative support and meeting space. Additional renovation is required for medical support, galley operations, and records storage expansion needs. Approximate size of renovated space is 4,600 square feet. Construction will conform to Department of Defense, Department of Navy, and American Correctional Association (ACA) Standards. The North American Industry Classification System (NAICS) Code is 236220 (Commercial and Institutional Building Construction) with a Small Business Size Standard of $33.5 million. Interested sources are invited to respond to this sources sought announcement by using the forms provided under separate file titled "Sources Sought Information Form." 1) Contractor Information: Provide your firm's contact information. 2) Type of Business: Identify! whether your firm is a SBA certified 8(a), SBA certified HUBZone, and/or Service-Disabled Veteran-Owned Small Business concern. For more information on the definitions or requirements for these small business programs, refer to http://www.sba.gov/. 3) Bonding Capacity: Provide your surety's name, your maximum bonding capacity per project, and your aggregate maximum bonding capacity. 4) Experience: Submit a maximum of 5 government or commercial contracts/projects your firm has completed in the last 5 years demonstrating your experience in new facility construction as indicated in this announcement within the cost range of $20,000,000 to $35,000,000. For each of the contracts/projects submitted for experience, provide the title; location; whether prime or subcontractor work; award and completion dates; contract or subcontract value; type of work; type of contract; a narrative description of the product/services provided by your firm; and customer information including point ! of contact, phone number, and email address. If the project was design-build, identify the name and address of the A-E firm used to provide design or specify if design was performed in-house. Indicate whether you have an established working relationship with the design firm. Responses to this Sources Sought announcement are due no later than 2:00 p.m. (local time) on Thursday, February 19, 2009. Since this is a sources sought announcement; no debrief, evaluation letters, and/or results will be issued to the participants.
