Description
INTRODUCTION This is a Sources Sought announcement for the purpose of conducting market research to gauge small businesses interest and capability to provide the services described in the attached Scope of Work. It is a market research tool being used to determine potential sources prior to determining the method of acquisition and issuance of a Request for Proposal or Invitation for Bid. THIS IS NOT A SOLICITATION FOR PROPOSALS OR BIDS AND NO CONTRACT WILL BE AWARDED FROM THIS SYNOPSIS. The U.S. Army Corps of Engineers, Kansas City District has been tasked to solicit and award an Early Contractor Involvement (ECI) Construction project for Renovation of Building 465 at Fort Leavenworth, KS. The Government proposes to issue a firm fixed price incentive type contract for this project. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. We are looking for firms that qualify under the Small Business Programs mentioned in the Federal Acquisition Regulation Part 19, NAICS 236220. When submitting your response, please indicate under which program(s) your business meets this criterion. The purpose of this synopsis is to gain knowledge of interest, capabilities, qualifications, and to ensure there is adequate competition among the potential pool of available contractors to compete and perform a firm fixed price ECI construction type contract. SCOPE OF WORK This project will renovate building 465. The renovation will be a whole building renovation, upgrading all electrical, mechanical, architectural and structural systems. Some features of the scope include: new fire escape stairs; new elevator; ADA access; intrusion detection system; new fire sprinklers and alarm system; lead paint abatement; and sustainable design (LEED silver rating). The building is a contributing part of the National Landmark Historic District at Fort Leavenworth; Secretary of the Interiors Standards for historic renovations will apply. The building originally housed the hospital for the United States Disciplinary Barracks. The renovated facility will house information technology intensive classrooms (Classroom XXI compliant), faculty and staff offices, auditoriums, and other ancillary instructional spaces. Supporting facilities include utilities, site improvements and parking. Building Information Modeling (BIM) will be used to prepare the design documents and will be expected to be used by the construction contractor during construction (REVIT is the target system). The project will be designed in accordance with the criteria prescribed in Unified Facilities Criteria UFC 4-510-01 (MIL-HDBK-1911), DoD Minimum Anti-Terrorism Standards for Buildings UFC 4-010-01 (to include structural upgrades for progressive collapse), and Americans with Disabilities Act and Architectural Barriers Act Accessibility Guidelines (ADA/ABAAG). ADDITIONAL PROJECT INFORMATION 1.Prior experience in the following areas is required: -Renovation of historic buildings. -Structural upgrades of historic masonry buildings for progressive collapse or seismic upgrades complying with UFC 4-510-01. -Construction of Classroom XXI or information technology intensive classrooms. -Whole building renovations that include complete replacement/upgrades of electrical, mechanical, fire alarms, architectural, security and structural systems. -Constructing facilities that meet LEED silver ratings or greater for sustainable design. - Use of BIM during construction. - Lead paint abatement. 2.The magnitude of this project is between $10,000,000 and $25,000,000. 3.The North American Industry Classification System (NAICS) Code applicable to this acquisition is 236220. 4.The Small Business Size Standard for this acquisition is $33.5 Million. 5.The period of performance for this acquisition is 2 years. 6.Offerors must provide past experience for evaluation. New and successor firms can submit recent and relevant experience gained with predecessor companies or that of company principals and key personnel. 7.Prior Government contract work is NOT required for submitting a response under this sources sought synopsis. 8.All technical evaluation factors and sub factors have not been assigned at this time. HOW TO RESPOND TO THIS SOURCES SOUGHT NOTICE IF YOUR COMPANY HAS RECENT EXPERIENCE WITH PROJECTS THAT ARE SIMILAR IN THE ATTACHED SCOPE, PLEASE PROVIDE THE FOLLOWING INFORMATION BY E-MAIL TO: Shem.S.Yusuf@usace.army.mil BY 2:00 pm Central Standard Time (CST) Friday 13 February, 2009. 1. Description of each similar project (e.g. approximately equal value, historic preservation) completed by your company as a prime Contractor or as a significant subcontractor within the past three (3) years, including as much of the following information as possible: (a) dollar amount of the contract; (b) brief description of the technical requirements of that project; (c) contract type used on that project (e.g., firm-fixed-price, labor-hour, time-and-materials, cost-plus-fixed-fee, cost-plus-award-fee, cost-plus-incentive-fee, etc.); (d) indication of how long the services took to complete from start to finish; (e) name, address, point of contact and phone number of customer organization and prime contractor, if applicable, for which the work was done. 2. Current socioeconomic status of your company as it relates to (NAICS) Code 236220. 3. Indication of whether your company currently has an active registration in the Central Contractor Registration at www.ccr.gov. 4. Indication of whether your company can obtain performance and payment bonds in the penal sum of 100% of the contract price for this magnitude of project. 5. Any experience with Contract Manager at Risk type contracts, either as a subcontractor or prime. Describe any pre-construction efforts in particular that effected the design. 6. This project will require financing by the prime contractor for the first 60 days prior to generating progress payments. Indicate your firms ability to obtain financing for this effort.
