- The Illinois Air National Guard located at Peoria IL and the USPFO for Illinois intends to issue an Invitation for BID (IFB) to award a single, firm fixed-price contract for services, non-personal to provide all plant, labor, transportation, materials, tools, equipment, appliances and supervision to perform and complete Repair Base Roads at the 182nd Airlift Wing in Peoria, Illinois. The Repair Base Roads work includes, but is not limited to: removal of existing pavement curb, and sidewalk; construct new hot mix asphalt and concrete pavement; hot-mix surface removal and replacement; storm sewer; install pop-up barrier; install vehicle access gates and sliding access gate; and final grading and seeding. Work shall be performed in accordance with the plans and specifications. Construction project magnitude is between $1 to $5 Million. Construction/contract completion time is anticipated to take approximately 210 days after notice to proceed to include inspection and punch list. The North American Industry Classification System (NAICS) Code is 237310, and the Small Business Size Standard is: $33.5 Million in average annual receipts for the past three years. This project is being solicited as a TOTAL SET ASIDE FOR SMALL BUSINESS basis. Award will be made pursuant to the Small Business Competitiveness Demonstration Program (ref. FAR 19.1007(a)(2)). Notice of Price Evaluation Preference for HUBZone Small Business Concerns in accordance with FAR 52.219-4 is applicable. The tentative date for issuing the solicitation is on-or about 3 February 2009. The tentative date for the site visit is on-or about 9 and 10 February 2009, 9:00 a.m. local time on both days at the 182nd Airlift Wing. Interested contractors are strongly encouraged to attend the Site Visit and shall follow the registration and base access requirements shown in the solicitation. All questions for the site visit must be submitted by 6 February 2009 via e-mail (preferred) to msc.182aw@ilpeor.ang.af.mil or fax to (309) 633-5539. The solicitation closing date is scheduled on-or about 3 March 2009. Actual dates and times will be identified in the solicitation. Award will be made to that responsible bidder whose bid, conforming to the invitation for bids, will be most advantageous to the Government, considering only price. Interested offerors must be registered in the DOD Central Contractor Registration (CCR) database. Firms can register via the CCR website at http://www.ccr.gov or by contacting the CCR Information center at 1-888-227-2423. Interested offerors are required to submit their representations and certifications on-line at http://orca.bpn.gov. The solicitation minus the plans and specifications will be available from the EBS website at http://www.nationalguardcontracting.org/Ebs/AdvertisedSolicitations.asp. All contractors and subcontractors interested in this project must register at this site. The plans and specifications will be available only from the Federal Technical Data Solution (FedTeDS) website at https://www.fedteds.gov. A link to this site can be found under Plans at the solicitation website. No telephone requests will be accepted. For security reasons all potential offerors, plan rooms and printing companies are required to register in the Central Contractor Registration (CCR) and the Federal Technical Data Solution (FedTeDS) in order to view or download the plans or drawings from the website. This solicitation is a competitive bid and there will be a formal public bid opening tentatively scheduled on-or about 3 March 2009 at 1:00 p.m. local time.
