Description
The U.S.Army Test & Evaluation Command intends to modify the existing 3CE FCS Modeling and Simulation Support (M &S) services contract currently provided by Trideum Corporation. The services consists of M&S Support, test technology development (e.g., metrics), and coordination between the three Commands that constitute 3CE ATEC, Research, Development, and Engineering Command (RDECOM), and Training and Doctrine Command (TRADOC) plus Program Manager FCS services under contract W9115U-08-C-0002. The extended support includes additional FCS Programs such as Ground Soldier Ensemble (GSE), Mine Resistant Ambush Protected (MRAP), and Unmanned Aerial System (UAS). Trideum will provide an approximate of 5,440 man hours to the ATEC TTD 3CE mission. Trideum Corporation is the only known source that has the expertise, technical resource, and the capability to meet the Threat Support within the required timeline with minimal impact since they are concurrently performing the work. The FY09 Spin-out 1 test window Technical Field Test (TFT), Train-up, FDT&E, and LUT is anticipated to begin in May 2009, NLT 31 March 2009 (if not earlier) and the Spin-out 1 M&S strategy for GSE must be finalized, therefore it is in the best interest of the Government to extend the ceiling of the Trideum contract. The statutory authority permitting other than full and open competition is 41 U.S.C. 253 (c) (1), implemented by FAR 6.302-1. Interested organizations may submit their capability statements, and qualifications for the provision of this service, which may or may not be considered by the agency. This is not a solicitation, but a Notice of Intent. No solicitation will be issued for this sole source requirement, and no other information will be provided.
