Description
I. Formerly known as the Civilian Health and Medical Program of the Uniformed Services (CHAMPUS);TRICARE is a health care plan that uses military health care as the main delivery system and a civilian network of providers to provide care for service members (active and retired) and their families through the TRICARE Management Activity (TMA). One aspect of the TMA mission is to educate contractors, providers and other military health personnel responsible for military healthcare, on fraud, waste and abuse detection and investigation. The office responsible for such detection is the Office of Program Integrity (PI) which biennially conducts a conference to educate the above partners on fraud, waste, abuse detection and investigation. This year the conference will be held in Nashville, Tennessee at the following location and period of performance. Place of Performance: Gaylord Opryland Convention Center 2800 Opryland Drive Nashville, Tennessee 37214 Conference Room: This will be provided 30 days prior to the conference. Period of Performance April 28, 2009 through May 1, 2009. II. The Contractor shall perform audio visual services, including labor and equipment, at the above location during the Period of Performance in support of the biennial TMA Health Care Anti-fraud, Waste and Abuse Conference. The contractor shall be able to receive and display presentation in any format available in the market place (e.g., Microsoft PowerPoint, Corel WordPerfect Office X3, X4, etc.). a. Conference Initiation The contractor will initiate conference support by making contact, in the middle of March, with the TMA Point of Contact (POC), Mr. Dan Johnson at (303) 676-3551 or Mr. Joe O'Brien at (303) 676-3588 to coordinate the needs for each day as well as to perform any special needs that may arise. In coordination with the POC the Contractor shall provide to the TMA POC a period of time for planning and staging including set-up of all necessary equipment to perform each presentation. The proper personal and equipment shall be setup and conference ready at least fifteen (15) minutes prior to each presentation. b. Kick-off Meeting The contractor provide personnel to attend a Conference Kick-off meeting on April 28, 2009 at the Gaylord Opryland Hotel. The purpose of the kick-off meeting is to fine tune the overall strategy on the conference to include schedule placement of equipment, when the contractor should have the equipment out of the hotel, any changes in placement of equipment or personnel that may occur. The contractor will provide a minimum of one technician on April 28, 2009, to attend the preconference kick-off meeting to be held at the Gaylord Opryland Hotel. The contractor representative(s) attending the Kick-off meeting must be prepared to address issues and provide answers to questions. Details regarding this meeting will be provided to the Contractor after issuance of the Purchase Order. c. Services The contractor will provide two people who are physically located in the conference room during all portions of the conference to "trouble-shoot" any Audio-visual technical problems and assist Conference speakers with their presentations and any special needs that may arise. Additionally, contractor will provide a presentation management concept whereby the Conference technicians have complete control of all the Audio-visual equipment from a remote operation center located within the conference room. Include Event Management Software that allows management of presentations from remote operation center desktop computer. d. Equipment The contractor shall furnish, as a minimum, the following equipment: • Provide a synchronized two-screen, two projector setup with video cassette, overhead projector, DVD, CD, ELMO, etc. capabilities. All equipment able to project onto the double screens. • 1 Computer network with 3 desktop computers (one at the podium and 2 at remote operation center). All 3 computers capable of going to double screens. • Gigabit Ethernet switch, 8-port (1 EA.)and all necessary cables (CAT-5e, VGA, power,) etc. • Networked Printer, Color, capable of 600 X 600 DPI (1 EA) • Remote control systems (1 EA.) for switching without down converting • 2 LCD Projectors (2 ea, 3200+ lumen) • 2 Screens 9'X12' • Screen Dress Kit (2 ea) • VGA-DAs (2 ea.) • RGB-DA, (1 ea.) • 6-way VGA Switch (1 ea.) • DVD and VHS or combo player • Audio Mixer, 16-channel (1 ea) • Required Microphones: Provide hard-wired podium microphones (4 ea), wireless microphones (lapel (2 ea) and handheld (2 ea)) and sound control capabilities • Que-light system (1 ea) • Event/Presentation Management Software (proprietary or off-the-shelf) • Speaker Confidence Monitor 32" LCD (1 ea) • Audio Speakers (EV-200 or equivalent) (3 ea) • CD Player, 5-disc changer minimum (1 ea) • Laser Pointer (1 ea) • Microphone Stands (2 ea) • Speaker Timer (1 ea) • USB Hard Drive (1 ea) • Update/Backup presentation files as necessary, to include "on-the-fly" and while in session • Remote Desktop System (1 ea) • Session information Slides in Menu Que(1 ea) • Presenter or technician (remotely) can control presentation Successful Contractor will have readily available all necessary spare equipment and parts as to prevent delay of the conference due to equipment failure. The Gaylord Opryland Convention center will provide a secure equipment storage room for the storage of the Audio Visual equipment and information can be obtained from the TMA POC. Additionally, Gaylord Opryland has agreed to provide the use of the hotel's loading dock at no charge for a day prior to Tues April 28, 2009. Based on previous experience it is anticipated that the conference will end no later than 1:00 on May 1, 2009 and the contractor will have until 6:00 PM to remove all equipment from the hotel premises. After that time, an un-reimbursable charge by the Convention Center to the Contractor may be applied. TRICARE Management Activity and the Gaylord Opryland Resort are not responsible for any missing and/or damaged equipment. This is a firm fixed-price type of service and should include all related costs in one contract line item price as shown elsewhere in this proposal. This includes all travel-related, transportation, and per diem costs. TMA has made arrangements with the hotel for a secure equipment storage room. The secured storage space will be made available to the AV Vendor TMA has made arrangements for the Audio Visual staff to receive the conference rate of $117.00/night plus a non-negotiable resort fee of $15/night plus applicable taxes and these costs will be included in the price. Liability Insurance The Contractor shall maintain, during the entire term of the Purchase Order, liability insurance in an amount not less than Five Hundred Thousand Dollars ($500,000) per occurrence. The liability insurance policy required under this Purchase Order shall be in effect for the duration of this Purchase Order. The policy shall be primary and not contributory. Contractor shall pay the premiums on all insurance policies and all insurance certificates must include a clause stating that the insurance cannot be revoked, canceled, amended or allowed to lapse until the expiration of at least thirty (30) days advanced notice to the Agency. Secretary of Defense (Health Affairs) as Additional Insured. All policies required by this Agreement, except workers' compensation, shall name The Secretary of Defense (Health Affairs) as an additional insured, and shall contain a waiver of subrogation against the Agency, its agents and employees. Contractor shall provide, upon request, a copy of an endorsement providing this coverage.
