- This is a SOURCES SOUGHT NOTICE to determine the availability of potential 8(a) service-disabled, veteran-owned, HUBZone, or woman-owned small businesses. I. BACKGROUND The State regulatory programs are and will continue to be a very high priority for FDA, as evidenced, the over 200 state contracts, grants and cooperative agreements, implementation of the Manufactured Food Regulatory Program Standards (MFRPS) and funding of Rapid Response Team cooperative agreements under these standards. In June 2000, the Department of Health and Human Services' Office of the Inspector General (OIG) released a report of FDA's oversight of State contracts. In this report, the OIG recommended that [FDA] take steps to promote "equivalency among Federal and State food safety standards, inspection programs, and enforcement practices." ORA/Office of Regional Operations (ORO) is the organizational component within FDA responsible for the direction, assistance, management and oversight of the state contract and grant programs. ORO implements and manages all facets of the contract/grant and state audits program in concert with the ORA Districts, our center counterparts and other regulatory counterparts. ORO is currently involved in the implementation of the MFRPS and the program audits of those standards as a verification process in assessing state uniformity. Historical perspective and extensive program audit experience are necessary competencies for those involved in these activities. II. DESCRIPTION- In order to respond to this notice, contractors must be able to perform (experience and and or ability to provide all of the following: experience in all aspects of auditing and program audits, including federal auditing procedures and guidance; and the state manufactured food regulatory programs and will work with key leaders of the Office of Regulatory Affairs and Division of Federal-State Relations to achieve significant progress in various aspects of state program oversight. Please include the following in your response: Business information: a) DUNS b) Company Name c) Company Address d) Type of Company: for example, 8(a) woman-owned, veteran-owned, service disabled, HUBZone, etc as validated via the Central Contractor Registration (CCR). All offerors must register on the CCR located at www.ccr.gov e) Company point of contact, phone number, and email address. f) Capability Statement (no more than 10 pages) Teaming Arrangements: All teaming arrangements shall also include the above cited information and certifications for each entity on the proposed team. Teaming arrangements are encouraged. Responses must be submitted no later than February 12, 2009. Capability statements will not be returned and will not be accepted after the due date. The maximum number of pages for submission is 10 pages. This Sources Sought Notice is information and planning purposes only and is not to be construed as a committment by the Government. This is not a solicitation announcement for proposals and no contract will be awarded from this Notice. No reimbursement will be made for any costs associated with providing information in response to this Notice. Respondents will not be notified of the results of this evaluation.
