Description
Modification 0001 to read: The US Department of Commerce (DOC)/National Oceanic and Atmospheric Administration (NOAA)/National Weather Service (NWS)/Office of Science and Technology is conducting market research on an innovative and comprehensive solution to meet future Government climate data requirements in a regional system of ground-based observing sites that collect climate, weather and water measurements for a network of in-situ surface based observation platforms capable of collecting measuring, and reporting climate data for CONUS/OCONUS coverage. The primary purpose of this network is to enhance the scientific understanding of the nation's climate on a regional level and supply high quality regional climate data to national climate scientists. The Government is seeking capabilities solution to acquire a holistic approach to manage and perform the deployment of 1,000 HCN-M stations across the contiguous United States. The Government does not own or operate the observing stations, but purchases a subscription to the observation data and metadata, which meet the performance requirements as, described in the attached Statement of Work (SOW). The Government requests that the following information be provided: 1) Rough Order of Magnitude (ROM) cost for the comprehensive solution on an annual basis. 2) A description of the solution to manage and implement the deployment of 1,000 HSN-M sites across the contiguous United States. 3) The technical descriptions should include backup data including test data that substantiates the vendor's stated climate data system/sensor/network capabilities and performance for climate data efficiency, location accuracy, and area coverage. 4) A description of the approach to meet the performance requirements detailed in this RFI. 5) A description of how sites would be identified and selected and how property rights would be obtained and managed to provide long-term data continuity. 6) A description of how performance would be managed with this approach. 7) A description of an Operations & Maintenance Plan that will demonstrate how this solution will provide long-term preservation of the nation's regional climate record. 8) A description of how the system will integrate with existing Government data processing and archive systems including National Climatic Data Center (NCDC) and Meteorological Assimilation Data Ingest System (MADIS). The Government requests that you submit technical information and a rough order of magnitude. To the full extent that it is protected pursuant to the Freedom of Information Act and other laws and regulations, information identified by a respondent as "Proprietary or Confidential" will be kept confidential. It is emphasized that this RFI is for planning and information purposes only and is NOT to be construed as a commitment by the Government to enter into a contractual agreement, nor will the Government pay for information solicited. However, interested companies may submit an affirmative response to the requirements with forty five (45) days from the posting date of this notice to Cheryl.Ward@noaa.gov or fax 301-713-0173.
