Description
The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), NESDIS Acquisition Division, Simplified Acquisition Team intends to negotiate on a sole source basis with Coastal States Organization using the procedures in FAR Parts 6 and 13. The DOC, NOAA, National Ocean Service (NOS), Office of Ocean and Coastal Resource Management (OCRM), in partnership with the Coastal States Organization (CSO), shall hosts the annual Ocean and Coastal Program Manager's Meeting scheduled for February 23-26, 2009 in Washington, D.C. This annual meeting brings together ocean and coastal managers from states, territories, and commonwealths from across the nation and provides a forum with their federal counterparts to discuss issues and management approaches that align with the mission goal performance objective to improve public understanding and stewardship so that ecosystem and sustainable development principles are incorporated into planning, management, and use of coastal marine resources. The priority focus of the meeting will be on addressing the impacts from coastal hazards and climate change. In accordance with a Joint Project Agreement Pursuant to 15 U.S.C. 1525 (Second Paragraph) between the U.S. Department of Commerce, National Oceanic Atmospheric Administration, National Ocean service, Office of Ocean and Coastal Resource Management and the National Estuarine Research Reserve Association to substitute the Coastal States Organization, Amendment 001 to MOA-2006-007/7130 NOS Agreement Code: MOA-2006-007 (Amend. 001)/7480, CSO is responsible for providing the following resources in support of the meeting: 1) Co-lead the planning group to develop the agenda; 2) Negotiate contract with the meeting facility; 3) Collect registration fees from meeting participants to cover the cost of meeting services and relevant administrative costs; 4) Provide pre-meeting and on-site logistical support. The statutory authority for other than full and open competition is 41 USC 253(c)(1) as implemented by FAR 6.302-1, Only one responsible source. The North American Industry Classification Code (NAICS) for this acquisition is 813910 with a small business size standard of $6.5M. This is not a solicitation for competitive quotes. However, if any other interested party believes that it can meet the requirements, it may submit a statement of capabilities, which if timely received, will be considered by NOAA. The capability statement and any other information furnished must be in writing, and must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the foregoing requirements. Responses must also be accompanied by descriptive literature, warranties, and/or other information that demonstrates that the quote meets all of the foregoing requirements. Capability statements and related materials must be e-mailed to Sandra.K.Souders@noaa.gov or faxed to (301) 713-0806 by February 10, 2009. Award will be made using FAR 13, Simplified Acquisition Procedures, current through FAC 2005-30. The determination to compete or not compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
