- PSW has a critical requirement for Environmental Consulting Services in Hawaii (see attached SOW). Due to the potential Environmental impact upon Hawaii, stringent certification and experience level is required (see attached minimum experience requirements). As a result of the budgetary continuing resolution, this award may not be fully funded, however PSW reserves the right to partially fund, and intends to fund as much of the requirement as possible in the folloowing priority: Lint item 0001, 0002, 0003, 0004, 0006, 0005. This solicitation and subsequent award will be IAW FAR Part 13, Simplified Acquisitions Procedures, Request for Quotes (see attachment for list of applicable clauses). The Contractor shall provide all manpower, equipment, and services to perform all tasks necessary and in accordance with attached Statement of Work. All expenses related to air and ground transportation, parking, and overnight accommodations for the meetings as described should be incorporated in the quote. (NOTE) detailed line item descriptions are included as an attachment) Lint Item 0001 1 ea__________ Prepare a Draft Environmental Assessment (EA) for public review, incorporating existing and new comments from public scoping, including government agencies, environmental and other groups and the general public. EA will comply with all requirements set forth in Chapter 343, Hawaii Revised Statutes, Chapter 11-200, Hawaii Administrative Rules, and "Guidelines for Assessing Cultural Impacts" adopted by the Environmental Council, State of Hawaii, Nov 19, 1997. The EA will efvaluate the environmental impacts and feasibility of various alternatives for biological control of strawberry guava, Psidium cattleianum, in Hawaii. Line Item 0002 1 ea__________ Incorporating comments received during public involvement, prepare a Final Environmental Assessment (FEA) and Decision Document. Prepare detailed responses to comments received during the Draft EA process. This line item includes responses for up to 200 comments. Line Item 0003 1 ea____________ Develope a culturally appropriate outreach and public involvement component for the release of the biocontrol agent that can reach a statewide audience (see attached line item detail). Line Item 0004 5 ea____________ Facilitate up to 5 statewide public scoping meetings (1ea on Kauai, Oahu, Maui and 2 on Hawaii Island) to include all travel and miscellaneous expenses. Work with Forest Service to determine meeting format. The purpose of these meetings is to assist Forest Service personnel in gathering public input from stakeholders and interested parties regarding the proposed action (release of a biocontrol agent). Provide an administrative record of the community outreach consultation efforts in this contract to be incorporated into the State EA record. Line Item 0005 5 ea___________ Provide note-taker for faciltated meetings. Gather and record comments generated regarding the proposed action (release of a biocontrol agent). Line Item 0006 Prepare detailed responses to additional comments received (greater than 200) during the Draft EA process.
