Description
The US Department of Labor, Mine Safety and Health Administration (MSHA) is publishing this request for information (RFI) to determine if commercial sources are available to meet agency needs for a nation-wide testing and selection program for the MSHA Human Resources Division. The services required would consist of providing and administering Office of Personnel Management (OPM) developed tests in mathematics, writing skills, and electrical tests to individuals who are applying for employment with MSHA as mining inspectors, engineers, and other disciplines based on a schedule prepared by MSHA for 2009. The tests will then be scored and scoring results provided to MSHA. MSHA requirements are based on three tests and instructions being administered in up to fifty (50) locations for ninety (90) MSHA field office locations nationwide. MSHA will identify the geographic locations and applicants for testing at least thirty (30) days in advance of the first date of testing. In administering the tests, MSHA may have a requirement for re-scoring the tests to verify results for applicants. All tests used by MSHA have been developed and approved by OPM In the past, MSHA has held job fairs to test, interview, evaluate and establish candidate registers for use by MSHA program offices in selecting candidates for employment. MSHA employees can no longer conduct job fairs on a regular schedule due to other mission critical workload. Firms with the capability to provide nation-wide testing and scoring services are requested to provide their corporate capability information, pricing schedules, information on established government contracts, point of contact, and up to three references to the Contracting Officer, Darrell A. Cooper, at cooper.darrell@dol.gov by COB Tuesday, February 24, 2009. This notice is not an offer and proposals will not be considered at this time.
