Description
The U.S. Army Research Development and Engineering Command-Contracting Center (RDECOM-CC), on behalf of Joint Project Management Office for Individual Protection (JPM-IP), is seeking vendors capable of providing Commercial-off-the shelf (COTS), Non-Developmental items (NDI), or near NDI CB protective aircrew masks or component technologies that can be integrated with current U.S. military technologies to enhance existing capabilities and qualifies for the US Army Foreign Comparative Testing program. The FCT program provides a process for comparative testing of non-developmental foreign defense equipment to determine whether foreign products are available which can satisfy current U.S. military requirements. The masks or component technologies must protect against percutaneous, ocular and respiratory harm from chemical and biological agents in liquid, vapor and aerosol form. The masks or components must possess the following characteristics/capabilities: Improved Field of View; Compatibility with Night Vision Systems; Interface with sighting systems; Filter and hose off-gassing; Exhalation during rapid decompression; Reduced bulkiness; In-flight donning; Increased head mobility; Reduced thermal stress; Integration with existing clothing and other aircrew life support equipment/clothing; Ability to be worn while performing in-flight and ground aircrew operations anywhere, in any climate, with minimal impact on combat effectiveness; Compatibility with anti-G systems (fixed wing only). Key performance attributes are: Chemical protection fit factor of 20,000 (threshold) and 120,000 (objective); Chemical protection from a vapor challenge of 20,000 mg/m3 (threshold) and 50,000 mg/m3 (objective); Chemical protection from a liquid challenge of 10 g/m2 (threshold and objective); Biological protection fit factor of 50,000 (threshold) and 120,000 (objective); Continuous protection time of 16 hours (threshold) and 24 hours (objective); Pressure breathing for gravitational acceleration (PBG) aircrew protection/endurance better than 9 gravitational acceleration in the vertical plane (Gz) for 15 seconds with a + 6Gz/second onset rate (threshold and objective for fixed wing aircraft only). The Government may acquire for testing purposes one or more vendor products that appear to have the characteristics listed above. The government is seeking responses of those vendors who can provide items for test and demonstration purposes on or about May 2009. Vendors desiring to respond to this RFI should provide a capabilities statement. The document shall be limited to no more than ten (10) pages. Include a product description with performance parameters and describe identifier technologies used, current state of technology, such as technology readiness level, manufacturing readiness level, summary of prior testing and test reports, application of current use, a statement on current availability, estimated production schedule and estimated cost for the price of test articles and production units. Responses to this market survey are due on or before 2 March, 2009. This is not an Invitation for Bid (IFB) or a Request for Proposal (RF P) and is not to be taken as a commitment by the Government to issue an order or otherwise pay for the information solicited.
