Description
This presolictation notice has been modified to incorporate a change to the NAICS code from 238990 to 237990. The response date within the text of the synopsis has been corrected to read 13 March 2009. The scope of work for the MATOC contract has been changed to include all miscellaneous construction. The due date for receipt of proposals remains the same, 13 March 2009. The text of the revised announcement is as follows: On or about 13 February 2009, this office will issue Request for Proposals for 8a Multiple Award Task Order Contracts (MATOC), for Miscellaneous Construction Projects located within the Omaha District and Northwestern Division, which will also include construction of Task Order No 0001: PL 84-99 Levee and Bank Repair Mosquito Creek Levee Unit L624-627. The solicitation will close on or about 13 March 2009. This solicitation is restricted 100% to 8a Contractors located within SBA Region VII which includes the states of Nebraska, Iowa, Missouri, and Kansas. Contractors interested in inspecting the site of Task Order 0001 should contact Steve Rasmussen, U.S. Army Corps of Engineers, Telephone: (402)293-2511. DO NOT submit requests for plans and specifications to the site visit personnel listed above. See Obtaining Solicitation Documents below. Project Description: (Approx. quantities) MATOC Information: This MATOC solicitation will have a maximum shared capacity of $20.0 Million. A maximum of three contracts will be awarded under this MATOC solicitation. The contracts will be used for both miscellaneous military and civil construction projects. The contracts are also authorized for use throughout the Northwestern Division of the US Army Corps of Engineers. This solicitation is to determine the technical qualifications of prospective firms. The solicitations will be evaluated on a Best Value basis. The contracts will have a base period of 2 years and 3 option periods of 1 year each. There is no dollar limit to either the yearly amount or the task order amount. The minimum guarantee amount for the base period only is $5,000. The contracts will require the contractors to furnish all plant, labor, materials, and equipment to perform a wide variety of construction features to include but not be limited to: highway work, heavy construction work, building construction, additions, alterations, maintenance and repairs, mechanical work, and electrical work. The scope of work and authority to perform the work will be accomplished using task orders executed by the Contracting Officer. NAICS Code is 237990, $33.5 million small business size standard. Contractor's Quality Control will be a requirement in this contract. The Contractor will be required to commence work within 10 days after notice to proceed and complete the work within the time period stipulated within each task order. The individual task orders will include provisions for liquidated damages in case of failure to complete the work in the time allowed. The proposer will be required to provide evidence they are bondable in the amount of $5,000,000. Performance and payment bonds will be required as specified in the individual task orders. Task Order No 0001: PL 84-99 Levee and Bank Repair Mosquito Creek Levee Unit L624-627. This work involves repairing approximately 330 of damaged bank along Mosquito Creek in Council Bluffs, IA. The bank will be excavated back to a design slope into the levee. Rip-rap will be replaced at the toe of the repair section then suitable fill material will be placed and compacted at a stable slope. Geotextile will be placed beneath the fill material. All disturbed areas shall be fine graded and seeded. Suitable borrow material and other construction materials shall be obtained by the contractor from off-site sources. The estimated construction cost of this Task Order is between $500,000 and $750,000. For Task Order No 0001: The Contractor will be required to commence work within 10 days after notice to proceed and complete the work 180 calendar days after receipt of Notice to Proceed. Provisions will be included for liquidated damages in case of failure to complete the work in the time allowed. Performance and payment bonds will be required. Bonding documents including the power of attorney shall bear an original signature by an officer of the surety. Representations and certifications are required to be updated annually as a minimum to keep information current, accurate and complete. The electronic annual representations and certifications are effective until one year from date of submission or update to ORCA.
