Small Business Set-Aside: Service-Disabled Veteran-Owned
Description: Precision Measurement Equipment Laboratory Services, (PMEL) This announcement constitutes an official solicitation notice (RFP). The intent is to notify potential Service-Disabled Veteran-Owned Small Business concerns (SDVOSB) of the Precision Measurement Equipment Laboratory (PMEL) acquisition (NAICS 811219 and size standard $7,000,000). Required services are non-commercial, therefore, FAR Part 15, Contracting by Negotiation, shall apply to this acquisition. The Government anticipates the issuance of the Request For Proposal (RFP) in Feb 2009. The target award date is 31 Mar 09, with a start date of 1 Apr 09. The contractor will provide non-personal services for PMEL at Maxwell AFB-Gunter Annex, AL. These services shall include tenants and other off-base activities receiving support from Maxwell-Gunter AFB. The contractor shall furnish all personnel, equipment, materials, tools, supervision, and other items necessary to manage, test, calibrate, repair, modify, certify, and perform maintenance on all assigned equipment and test equipment under Air Force Metrology Calibration (AFMETCAL) procedures, technical oversight and lab accreditation. Operation of the PMEL shall be of such quality as to provide the professional level of calibration certification required in Technical Orders (T.O.s) and other directives contained within the Performance Work Statement (PWS) to assure prescribed accuracy, traceability, and reliability of all test, measurement, and diagnostic equipment (TMDE). The period of performance shall consist of one (1) basic year with four (4) option years. Contract award will be based on best value using Performance-Price Tradeoff (PPT) with past performance being significantly more important than price. Potential offerors are responsible for monitoring FedBizOpps. New and revised solicitation information will only be available through FedBizOpps. To be eligible for contract award or payment from any DoD activity, offerors must be registered in the DoD Central Contractor Registration (CCR) and Wide Area Work Flow Receipt and Acceptance (WAWF-RA) websites. Information on CCR registration and annual confirmation requirements may be obtained by calling 1-888-227-2423, or by registering via the CCR website at http://www.ccr.gov/. Information on WAWF-RA registration may be obtained by calling 1-866-618-5988, or by registering via the WAWF-RA website at https://wawf.eb.mil/. There will be no paper copies of the subsequent solicitation notice available. The RFP will be released using the Electronic Posting System (EPS) available at www.fbo.gov. All solicitation information may be obtained through the above referenced website. The Government will not reimburse any interested parties for monies spent to provide a response to the subsequent solicitation notice.
